Viewtiful Joe's arch-rival. He teams up with villain organizations in order to fight him, but soon chose his own path.

Although not relating to Captain Blue, Jr. is his sidekick. When Blue disappeared, Jr. help Joe to take his job as a hero seriously. his henshion device is a pair of yo-yos.

Joe's girlfriend and Captain Blue's own daughter. In the first season, she was a Damsel In Distress, but became a heroine in the second.
