The Velvet Room is a room that exists in between Earth and the realm of the Shadows. Even though it is a mysterious location, the shape and design of it varies from person to person depending on the shape of their soul and their personality. The one thing that does remain consistent is that the room is covered in blue velvet. The other thing that also remains the same is that the room is owned by the master of the realm, Igor. The purpose of the room is for whoever is the owner of the Fool Arcana to manage their Personas and fuse different Personas together to make even more powerful beings.
One can not simply enter the Velvet Room of their own free will. They must be chosen by Igor and given a key so that they can enter any time they want. After this, a person is free to come and go as they please. Igor also advises his patrons to make as many bonds as they can since through social links, their Personas are able to level up to more powerful versions.
Igor is the man behind the Velvet Room. He is an odd man who is extremely hospitable and polite to any person that is allowed to enter the room. He has strange powers that allow him to fuse powers and create new ones too for whoever is a patron of the room. He welcomes his patrons with open arms along with his assistant Margaret.
Margaret is the assistant to Igor and is seen working with him to fuse Personas together for the sake of the patrons. She also offers her support to Souji Seta when he arrives at one point and Igor is not around. She reveals that she is the sister of Elizabeth, Igor's former assistant in the Velvet Room
Minato Arisato was a patron of the Velvet Room during the events of Persona 3. Minato also fulfills requests for Igor in exchange for items and powerful Personas.
Yu Narukami is invited to the Velvet Room when he first moves to Inaba. His version of the Velvet Room is the shape of a limousine driving through a thick fog. Once again, Igor offers his help and assistance to Yu when he becomes a member of the Investigation Team to figure out the mystery behind the murders in Inaba. Along with Igor creating Personas for him, Margaret gives Yu help whenever she can to further his goals.
