Vega was born in Spain as the son of a wealthy, but unattractive father, and a beautiful mother from a lower-class family. As he got older, Vega studied bullfighting and went to Japan to learn ninjutsu, a style he believed worked well with his natural grace and agility. Combining both professions, Vega went into underground cage fighting and became one of the circuit's top fighters. Witnessing his mother 's murder at the hands of his own father, Vega killed him out of vengeance. This traumatized the Spaniard and led him to develop a dual personality: bull fighter at day, and murderer by night. His fighting abilities and sadistic nature earned Vega a spot amongst one of M. Bison's enforcers in the crime syndicate Shadaloo.
Vega was responsible for overlooking Shadaloo's assassination missions, becoming associated with the Dolls project brought about by Bison. When one of the Dolls named Cammy broke free of Bison's brainwashing, Vega was tasked with her termination yet failed in his mission. Cammy was able to free herself and the Dolls from Bison's control yet they all fell victim to a kill switch implanted in their brains should they betray Bison meant to kill them. However, Vega managed to save all of them from the destruction of Shadaloo's base as he couldn't bare to see beautiful women like them die. Vega would wind up leaving Cammy on the doorstep of Delta Red's headquarters, whom she would later become an agent before.
Vega would continue to serve under Shadaloo up to the syndicate's destruction during the second world fighting tournament. After these events, he would return to doing freelance assassination work until he was recruited as a member of S.I.N by Seth. While Seth was occupied with several parties attacking his base, Vega would steal data on the BLECE project along with Chun-Li. The Spanish assassin would attempt to kill her, but both managed to flee the exploding base. Irritated that he was not the only one with a copy of S.I.N's project data, Vega vowed to correct his mistake at a later time.
Vega was created as a major character for Capcom's popular Street Fighter fighting video game franchise, first appearing as an unplayable boss character in Street Fighter II. He is known as Balrog in Japan as there was a swapping of character names between the boxer, matador and dictator characters within American releases of Street Fighter since the boxer, known as Mike Bison in Japan, bore too much resemblance to controversial American boxer Mike Tyson and Capcom wished to avoid any legal ramifications with their American release of Street Fighter games.
Vega has appeared in several animated adaptations of Street Fighter which include Street Fighter II: The Animated Movie, Street Fighter II-V, Street Fighter Alpha and Street Fighter IV: The Ties That Bind. In Japanese, he was voiced by Kaneto Shiozawa for Street Fighter II and Street Fighter II-V, Kazuyuki Ishikawa for Street Fighter Alpha and Junichi Suwabe for Street Fighter IV: The Ties That Bind. Vega is voiced in English by Richard Cansino for all 90s adaptations of Street Fighter, Vic Mignogna for an alternate ADV Films dub of Street Fighter II-V and Doug Erholtz for Street Fighter IV: The Ties That Bind.
Vega stands at '6'1" (186 cm) and weighs 159 pounds (72 kilograms). He has long blonde hair that he keeps braided in a ponytail with blue eyes. His bottom clothing consists of traditional attire worn by matadors with ceremonial trousers, a red sash, white leggings and brown loafers. His bare chest and left arm have the tattoo of a purple snake, and he wears gold-colored armlets. For his assassination missions, Vega normally utilizes an attachment claw containing three blades and a white mask used to protect his face from injury during battle.
Vega has a narcissistic personality where he is quite vain and self-absorbed with his beautiful looks and battle capabilities. He has a merciless side to him as he takes pleasure in slaying those he considers ugly and inelegant, often putting him at odds with fellow Shadaloo member Cammy. In spite of his violent behavior, Vega does demonstrate a gentlemanly persona due to his noble upbringing and is attracted to the beauty and strength of young women like Cammy and Chun-Li.
Vega was sent by Shadaloo to assassinate Chun-Li as Interpol was increasingly becoming a threat to the syndicate's criminal activity. The Spanish assassin would sneak into her apartment, where the two would engage in a bloody battle that led to Chun-Li delivering Lightning Kicks to Vega that knocked him from her apartment window and falling several stories. While it is unclear if Vega survived the fall, Chun-Li was injured enough by him where she was left hospitalized for the remained of the movie.
Here, Vega took romantic interest in Chun-Li and became increasingly jealous of the close friendship she shared with Ken. Drugging Chun-Li into coming with him to a party, Vega lured Ken into accepting a caged death match with him. After a brutal match where Ken suffered heavy injuries from the Spaniard, he would defeat Vega through utilizing a Hadou Shoryuken.
Vega made a cameo appearance in this movie as he made easy work of his opponent, Dan Hibiki, in an illegal street fight.
Vega was present in the Shadaloo helicopter that Seth made his escape in following his loss to Ryu at the end of the movie. Here, the Spaniard reprimanded Seth to remind him that Bison was manipulating his actions the entire time.
Vega utilizes his knowledge in ninjutsu to overwhelm his foes with his impressive agility and speed, making use of the detachable claw he has on his wrist to deliver vicious attacks to maim his foe while keeping his distance. His agility is impressive as such where he can easily jump up and off walls if facing an opponent in an enclosed area. If an unlucky foe faces Vega in an enclosed cage match, Vega is able to utilize the cage to his advantage by jumping onto to put distance between himself and his foe for both offensive and evasive purposes thanks to his cage fighting experience.
