One of the three Choushin in the Tenchi Muyo OAVs
Tokimi is one of three hyper-dimensional beings called the Choushin who were responsible for the creation of the Tenchi multi-verse and capable of existing in multiple dimensions. Following their creation of the universe, Tokimi and her sisters were curious over the existence of a higher being in the multi-verse that possessed far greater power than the three. While Washu and Tsunami separated from Tokimi to pursue their own objectives in bringing out this higher being, Tokimi took a more direct method by creating anomalies throughout the universe in hopes of drawing out this higher being. It was her actions that would lead to the manifestation of Z's power over the Light Hawk Wings and lead him to serve as her protege.
Tokimi was a character created for Masaki Kajishima's Tenchi Muyo OVA series, first appearing in episode 11. In Japanese, she was voiced by Yumi Toma. In English, she was voiced by Jennifer Darling for the second OVA series and Mari Devon for the third OVA series.
Having no true chronological age due to her status as a nigh-omnipotent being, Tokimi physically appears as a 30-year old woman having light brown hair and black-bluish eyes while wearing formal robes.
Tokimi is committed to her goal of tracking the whereabouts of the higher being as such where she coldly manipulated the structure of the cosmos to get results. Despite these actions, she is not truly a malevolent being as she shows great care for her sisters and would acknowledge that her neglect of Z drove him into manipulating the events that transpired later in the series.
Upon realizing that Washu and Tsunami might have succeeded in drawing out the higher being with Tenchi, Tokimi appointed Dr. Clay the task of bringing Washu to her to learn if she made any success. Instead, Dr. Clay had his own plans of revenge on Washu and upon realizing Clay's motives, Tokimi ordered her assistant D3 to wipe Clay of any memories the man had of her. She then appointed Z to observe her sisters and Tenchi without inflicting harm on Tenchi. However, Z's jealousy of the interest Tokimi had on Tenchi drove him to trigger a series of events that eventually led to his later attempt to kill Tenchi and have the Choushin resurrect him without his powers. Tokimi attempts to contain Z, but Z's battle against Tenchi eventually leads the boy's power to surge out of control threatening to destroy the entire multi-verse. Tokimi and her sisters then try to contain Tenchi's power until Tokimi is attacked by the "counter-actor" Misaki who attempts to kill Tokimi. However, Misaki gets calmed down by Kami Tenchi and the Choushin succeed in containing Tenchi's power. Feeling regret over the neglect she gave Z, Tokimi reset time so her actions would not influence Z's later manifestation and hoped that she would be able to meet Z once again.
As one of the creators of the known Tenchi multiverse, Tokimi is one of the strongest characters within the franchise as only her sisters, the Counter-Actor and Kami Tenchi would be able to match or surpass her power. She is a nigh-omnipotent, nigh-omniscient and nigh-omnipresent being as she is capable of manipulating reality on a multiversal scale, knows nearly everything about the existence of reality and exists within multiple dimensions.
Still bound to her duties as a Choushin, Tokimi was in control of Tsunami and Washu's power as they interacted with lower dimensions, making her the strongest among her sisters at that time. This limiter could be removed in cases of emergency, which occurred when Tenchi's power started to surge out of control. Without the limiter, it is unclear who exactly is the strongest among the Choushin or if all three are equal in power.
