A mullet-wearing former detective currently working for Japan's Public Security Section 9.
Origin
The most "normal" of section 9's members, Togusa is married and has a daughter (in Stand Alone Complex, he also has a son). Togusa is the least-altered member of Section 9, with a completely normal human body (except for his cyber-brain). He was drafted into Section 9 due to his past as an incorruptible detective and his status as a human, adding some variety to the team.
Creation
Togusa first appeared in anime in Ghost in the Shell: Stand Alone Complex # 1 and his first movie was Ghost in the Shell, both based off the same franchise, Ghost in the Shell. Mamoru Oshii is credited for the film and Togusa has been voiced by Crispin Freeman and Koichi Yamadera.
Personality
Perhaps as a result of being the least-cyborg member of Section 9, Togusa frequently suffers from feelings of inferiority or failure. He is also emotionally isolated from the rest of the team at times.In addition to his role in the plot, Togusa can be seen as the character viewers and readers identify with the most easily, thanks to his being the most "human." In the Ghost in the Shell films by Mamoru Oshii, Togusa is introduced as a new member to Section 9, allowing him to spur explication that benefits both him and the viewers.
Togusa is also somewhat attached to his gun, which is a Mateba Autorevolver (as opposed to the standard-issue Seburo M5), perhaps his way of embracing his differences from the rest of the team.
