Ok, I know the show hardly take it self seriously but when it dose the show is enjoyable. Plus it is really late so I started to think of the level upper. So far this is what we know about powers.
1) To have power you must first create you own reality. This is where the show get all Schrodinger's cat on us. So much show the actual example of putting a cat in a box in brought up in class.
2) Sometimes sound wave can cause powers to increase or diminish. This is show by the level uppers episodes where a song is use to increase powers. It's not really a song just some noise looping in a sound file. There is also a half filler episode where a van with some huge speakers is use to block out powers.
3) The espers are all connected somehow. It seams that people with powers are connected in some way. We don't know for sure how but this is shown in several episodes. It is how the level uppers backfires on everyone who used them and it is causing Poltergeist (don't worry about it int not that important)
4) All espers create a AIM (An Involuntary Movement) It some sort of field that is generated when powers are used. This is also why 2 works (maybe)
5) You must have two X chromosomes to have powers. There no real proof of this and one guy dose have the power to stop other powers but hay tell I see more characters that are male espers I'm counting it.

What's the point, well we know powers can increase via outside influence so if you want to distort reality and make your own why not use drugs. The one that comes to my mind is THC via Cannabis. It may work for only a short time but why can't the show deal with that?

(ok it's too late/early and l'll finish or fix this in the ASAP)

P.S.  Thoughts?

Hmm, sorry, I stopped watching to soon to postulate... though I hate it when series give powers to only one gender. Since its usually always women I feel so unlucky.

I will stick to magic thank you very much. anyway, I think Your mind has to be in a certain state to access your powers. i think that's why the music loop effected above character. If drugs could put you in that state of mind I don't see why they couldn't increase your power.

There are males that have powers in the series. One of them is called Accelerator and so far he only appears in the Index anime and not the Railgun anime.

@MoonStorm: accelerator have an X and Y chromosome, he had one of the strongest

@cfatalis:  @Wraith: Well sorry I missed index. I'm going to take a guess and say he is a bad guy.
I'm starting to think the old school x-men was better on the power and character front then this show.
Well at least Railgun got the whole Child Errors/government conspiracy going for it.

@MoonStorm: correct he is a bad guy at least for one season
drugs is not very reliable as they give out different imagery at time, so it's a bit random hit and miss

power here only influence thing based on science
e.g mikoto railgun, is actually manipulation of electricity
accelators is manipulation of distance and "force"
kuroko's is distance

mostly scientific means, while xmen have both "magic" and "power"

@cfatalis:  Well yes, Railgun dose like to add the science but it seem to never add enough. Just enough to get by to not be "magic" which is a BS way to get around it. But I will have to say Drugs are a part of science. It take a lot of time, and research to learn the effect of chemicals on the human body.
I know it sound like I just trying to complain but I really just wish they stick to the plot more and have some male characters to even things out.

@MoonStorm: watch index then, set in the same U, male power user (two actually)

railgun is a spinoff anyway

I'll get to it at some point. I need to finish Railgun and some other show first.

But was he one of the espers, or a magic user?

@John_Martone: Yes he is one of the espers and is the most powerful one in the city

I think even if you did you drugs and somehow created your own reality that way, you'd have no control and it'd be useless
