L-elf tells Haruto to make a pact with him. ARUS kidnap Haruto and attempt to escape without saving the students of Sakimori. Shoko imparts the plans of ARUS to the student council. Not willing to depend on others, Sakimori students declare independence.

L-elf offers a Haruto a deal. In exchange for making a pact with him, he would save the school and Shoko. Haruto refuses the deal because L-elf has tried to kill him before. L-elf, who is confident that Haruto will make a pact with him, tells him to make a victory sign when he wants L-elf to save him. Haruto mistakes the sign for a peace sign and leaves the room in anger.

In another part of the school, Shoko meets Akira in her hiding spot and is kicked when Akira becomes agitated by Shoko's presence.

After leaving the classroom, Haruto finds Senator Figaro, who is testing the Valvrave using one of his pilots. When multiple lasers from Dorssian forces hit the Module, Senator Figaro panics and abandons his plan to save the refugees from Module 77. Instead, he decides to take the Valvrave and leave with just Haruto since no other pilot can control the Valvrave.

With Akira's spy technology, Shoko is able to hear Senator Figaro's intentions. When Figaro tells the populace that the earthquake came from a malfunction of the gravity generator, Shoko is able to figure out that it is a lie. At a student council meeting, Shoko is able to convince the student council members to investigate ARUS. While Takahi distracts the Senator with a song, Shoko and the others go into the vents to find proof of ARUS' betrayal. They soon stumble upon Haruto;after being released, Haruto tells the entire student body Senator Figaro's true intentions. Upon hearing this, Figaro tries to make his escape by shooting into the crowd to make way for his tank. Haruto jumps into the Valvrave and commands the Figaro and his troops to lay down their weapons. Then L-elf reminds the students that they are surrounded by the Dorssia and their families are beig held hostage. Shoko then comes with the idea that they should blackmail both ARUS and Dorssia by threatening to give the Valvrave to one side if the other side threats to attack them. Afterward, Shoko declares that Module 77 will be independent from Jior, ARUS and Dorssia. Haruto then separates the Module from the rest of Jior and sends it into space.
