Back to Wendy and Charle, when Charle tries to persuade them, she is about to be pelted by a rock. Nady jumps in to protect her and states that they should have listened to her. The Exceeds still do not believe Nady and believe Shagotte can save them. Suddenly, Shagotte appears, and everyone bows down except Wendy and Charle. Shagotte tells them to listen to her carefully. After taking off her regal clothes, she explains that she is an Exceed like everyone else and that she has no power to fight the humans. Shagotte's body reveals one wing. She explains that if one has both wings, one can truly display power. Shagotte states that she is weak and that it is her fault. She apologizes to her people for lying to them and begs them to not hate her. The elder Exceed explains that they create the Queen and that a long time ago, humans did horrible things to their race. To protect themselves, they trick the humans to believe that they have the power. This causes the Exceeds to gain back their self-confidence because everyone believe that they are protected by god. Furthermore, the power of god is also a bluff. They cannot decide to kill a human due to the lack of power. The only way is to rely on Shagotte's power to look into the future. Since she can see people's deaths, the elders would say that the people who die in her visions were dead because it looks like she made it come true.

After Pantherlily still telling them it is still futile, Charle flies to Happy's side. Immediately, Nady head butts into the island to the left of Charle. He tells her that everyone wants to protect their homeland. Every Exceed soars into the sky to help. Happy's parents see their people flying. In a flashback, Pantherlily appears before the throne holding a human child, yet Shagotte and the elders explain that it is forbidden to help a human. Pantherlily replies that he must help the injured. To Pantherlily's shock, the elders banish him for his taboo. Outside of the city, Pantherlily pets his companion.
