A laid back student that becomes the vice-president of the Ousai Private High School Student Council.
Tsuda is the main character of Seitokai Yakuindomo. Many of the jokes are based around his reaction to what the girl's comment on.
After hearing that Ousai Academy was now accepting male students, Tsuda decided he would choose that school, as it was close to his home. He appears to be the odd one out most of the time, but other male students have been seen during the series.
After being picked up on the scruffy state of his school uniform, Tsuda meets Shino, Suzu, and Aria. The girls show interest in him right away, with Shino even stating openly that she is interested. He is then appointed as the vice-president of the student council.
Tsuda has a younger sister named Kotomi.
