Mikado has come up with a plan to combat Namie and her associates with the help of the Dollars. When the two finally do meet, Mikado reveals something extraordinary about his own past and the citizens of Ikebukuro all band together under an invisible flag of unity.

Mikado continues to set up his plan as he calls Namie on her phone and offers to give her Celty's head back for something in return. He stands in a public square surrounded by people when Namie appears, some guards loosely forming a perimeter around her while hiding in the crowd. She demands that Mikado hand the girl over to her and he might be able to get out of this unharmed. Mikado demands to know what happened to Mika Harima since he has a feeling that the mysterious girl and Mika are related. Namie scoffs as she lets on a bit of knowledge that the two incidents are related and how deeply in love with her brother Seiji she is in. Mikado whips out his cell phone as he contemplates sending out a text message.
On the roof of the building that Mikado is in front of, Celty watches on with interest as someone approached her from behind. It turns out that Kadota and his gang ran into the girl while Saburo was chasing a van. Wondering who she is, they remember receiving a text message about a girl with a scar around her neck from the leader of the Dollars. Knowing this is connected, they agreed to set up a meeting between Celty and the girl. Namie's men begin to approach Mikado as he sends out a text message. Namie wonders what it is that he was doing as everyone in the areas cell phone begins to ring. It is soon revealed that everyone in the vicinity is actually a member of the Dollars and Mikado is the leader of the colorless gang.
In a flashback, it is shown that Mikado was bored to death with life in the country and when he got a computer, he tried to do something interesting and fun with a few people he met online. The idea was to create an invisible gang that anyone could join that had no rules. They would go around to other message boards and spread rumors about the Dollars to see what could happen, stating that they were centered in Ikebukuro. Things begin to get out of control when the password to the website is leaked and membership skyrockets. Not to mention that violent crimes are beginning to occur and are linked to the Dollars. Mikado finds that his co-founders have left him as he tries to come up with a solution. He figures that the Dollars should be a good gang and do things to help people like clean graffiti. People on the forums scoff him but the next day, he hears about graffiti being cleaned up overnight. Confident, he continues to lead the Dollars.
Celty loses her cool and goes on the attack
Back in the present, many people in the city turn up to the meeting including people like Shizuo, Simon, Izaya, Celty, Kadota, Erika, Walker, Saburo, Kaztano, and even Miria and Isaac from Baccano show up as members of the Dollars. Izaya laughs as he had a feeling that Mikado was the leader. Everyone follows the orders that state that everyone without a cell phone in hand was the enemy and to simply stare them down with no indications of violence. The only people that fit the description are Namie and her men. Mikado is able to slip away in the ensuing confusion while Namie and her associates try to find him.
Celty, meanwhile, finally encounters her head and through her frustration, she flies down the side of the building and begins to attack the men from the Pharmaceutical company. Apparently she does not care if she gets spotted as she attacks the men, Namie fleeing in a panic. Mikado watches from afar as he notices Seiji armed with a scalpel. He demands that Mikado give him 'Celty' back as he goes on to attack Mikado.
