Spandam is the chief director of the Cipher Pol No. 9 team under the banner of the World Government. He was the one responsible for the fate that befell the proud shipwright in Water 7 by the name of Tom the Builder, who was Franky's mentor in life.


The cowardly, scheming director of the elite Cipher Pol No. 9 unit under the banner of the World Government, Spandam abuses his power and does things the way he wants, even thought it will surely land him in hot water down the road. He takes great pleasure in tormenting the hapless Nico Robin, who is under his custody at Enies Lobby at the time the Straw Hat Pirates arrive to take down Cipher Pol No. 9 and the Marines that were currently stationed there. Once freed of her sea-stone shackles, Nico Robin uses her Devil Fruit powers to break the battered Spandam's back in half, effectively killing him off in the closing stages of the Enies Lobby Arc.


Spandam was originally created by Eiichiro Oda for use within the One Piece manga franchise. Spandam first appeared in both One Piece: Volume 37 and in One Piece: Episode 249.
