A top secret Italian counter-terrorist military organization that brainwashes critically injured girls into cyborg assassins.
To the public of Italy, the Social Welfare Agency is a charitable organization tasked with rehabilitating critically injured children. In reality, it is a counter-terrorist military organization that turns young girls into cyborg assassins. Each of the cyborgs are paired with an adult SWA agent called a handler in teams called fratellos and are required to obey the handler's orders at all times through a brainwashing process called conditioning. Relationships within fratellos tend to vary from the handler treating their cyborg as a human girl to being a tool of the trade.
