The 2nd in command of Panther Claw and long time foe of Honey.
Sister Jill is second in command to the Panther Claw leader, Panther Zora. After her first defeat by Cutie Honey at the end of Volume 2, it is revealed that she was actually a panther who had assumed human form. In the second manga series which is set 30 years later, Sister Jill was brought back to life and regained her human form after sucking the blood from a woman at a nightclub. She soon began rebuilding Panther Claw by turning woman into monsters and brainwashing men.
Jill was created by series creator Go Nagai, who first appeared in volume 1 of the manga. Go Nagai has never revealed what inspired him to create her, but like most of his female villains she is a lesbian.
Over the years Sister Jill abilities has changed in the first manga series she had no real powers other than the ability to breath fire. She was also skilled in using a whip which is her main weapon in the franchise. In the 90's manga she was given more abilities. She could turn other woman into monsters by making a animal that came from her body enter them. Jill was also able to transform into anthro panther creature.
In the first two volumes of the manga (Cutie Honey '70), Sister Jill's female minions are all cyborgs. In volumes 3 and 4 ( Cutie Honey '90), however, Jill starts transforming female humans into monsters by inserting an evil animal, such as a spider, cat and snake, into their bodies. This method is continued, but with a different execution, in Cutie Honey: Tennyo Densetsu ( Cutie Honey '21). There, Sister Jill becomes a futanari and rapes human females, which later changes them into her monster followers.
