Shizuka Nekonome

Blond, air-headed, and ditzy. These words are really all that one person needs to describe Shizuka. She is also one of those odd anime characters that always seem to have their eyes closed but see everything anyway. 
 
Shizuka is the teacher for Tsukune's class, outlining the rules on the first day. "Never reveal your true form", ironically she is almost constantly violating this rule because she can't seem to keep her tail under control. She's a cat by the way. Whenever someone points her tail out to her she always gets embarrassed and will occasionally scratch the person who mentions it. 
 
Rule two: "Humans will be executed on sight" This one terrifies Tsukune. But she says it with such a smile... ditzy. 
 
Despite being an insufferable air head, Shizuka does try and do the right thing on most occasions, like in season two, when Ruby gets the chairman to enforce a rule that states that skirts must go below the knee by ten centimeters. Humerously, the only outfit that both Shizuka and the math teacher Ririko, can find that fits this strict rule happens to be a student outfit. 
 
Even though she is one of the Yokai staff, she is still involved in some of the fanservice. Prompted by a negative comment that she heard a student make about Ruby "always wearing the same dull dress" Shizuka thinks about how she also wears the same thing every day. This prompts a short shopping bonanza in the school store in various skimpy outfits, including a bikini (now why would a school store carry those?). Shizuka is caught in the latter by Ririko, who chastises her for lack of taste. Although ironically, as Shizuka is leaving the store in a depressed state, Ririko grabs the same skimpy outfits and tries all of them on (although it is not shown). 
 
In the same episode, Shizuka tries her hand at a humerous attempt to be a school peacekeeper. Donning a black leather outfit in a ridiculous parody of Catwoman (although one could say that Shizuka has more right to that title than Halle Berry). This attempt is short lived, as her opponent, Ririko, lashes out and tears off the leather covering Shizuka's panties.
