The Selecao is a group of twelve people tasked with the power and resources to help save Japan.
The Selecao is a group of twelve individuals brought together by Saizo Ato, using the pseudonym Mr. Outside. Ato claimed that each were chosen due to skills or talents that they possess. However, the main reason each of the Selecao were picked was because they rode in his taxi cab and responded in a unique way when asked how they would spend 10 billion yen. As Ato put the numbers together, he gave each of the members of the Selecao a special phone called a Noblesse and assigned each one of them a special number that represented their alias in the group. When each got their phones, they were told that they were now a part of a game where participation is mandatory. The instructions were that each phone had an account of 10 billion yen and connection to the concierge Juiz, who they could request anything that they wanted. There is only one goal of the Selecao: to help Japan in any way they deem fit.
With all the power and wealth each of the members gained, Ato put up a set of rules in order to have everyone play fairly and never forget the mission. The rules stated that one of the twelve would act as the Supporter, a member that only Ato would know the identity of and keep an eye on everyone. If a Selecao acts in an unworthy manner or spends the money selfishly, the Supporter would eliminate them from the game. Other reasons that a Selecao would be eliminated would be that if they went long periods of time without spending money or if they ran out of money. The yen could also not be turned into physical cash, everything would be done over the phone. All a Selecao has to do is press the Noblesse symbol to contact Juiz in order to purchase a request. Members of the Selecao can keep track of one another by monitoring their purchases through the phones.
Ato stated that the winner of the game would be the true savior of Japan. Everyone else that was a part of the Selecao would be eliminated by the Supporter once the game is over. Due to this stipulation, members of the Selecao generally distrust one another for good reasons as each works towards their own goals to save Japan in their own way. What they do not realize is that being eliminated simply means that their memories as a Selecao would be erased; something they all misinterpreted as that they would be killed. At the end of the game, Saizo sent out a broadcast to all remaining Selecao that they are all winners and erases their memories except for Ryo Yuki and Akira Takizawa. Even though the game ends, Akira still wants to work with Saizo to improve Japan.
Real Name: Daiju Mononobe
Daiju Mononobe is the CEO of Ato Institutes and tries to work with other members of the Selecao to win the game and bring Japan back to his former glory. He is able to figure out the identity of Mr. Outside as well as several truths about what happened to Akira, the secrets behind Juiz, and knows about the motives behind the Careless Monday attacks. Serves as the antagonist throughout the series. His idea to win the game is to assume leadership in Japan by dealing with the other Selecao.
Real Name: Jintaro Tsuji
Jintaro Tsuji is a slacker by heart and somewhat on an artist. He initially shows little interest in the game and barely spent any of his money to simply stay alive. He doesn't mind working with Mononobe or Yuki so long as he is able to get out of the restrictions. After the second missile attack on Japan, he is shown to take more interest in the game. His idea is to cause a massive uprising of the lower class to wipe the slate clean of the government and start anew.
Real Name: Toshiko Kitabayashi
Toshiko Kitabayashi is an elderly woman who is currently hospitalized. Due to her age and illnesses, she barely participates in the game so much so that the other Selecao pay her little mind. Any of the purchases she has made are minor ones as she does not come up all that often. It is unknown if she made purchases to help Japan per Ato's request but she does thank him for the experience.
Real Name: Yusei Kondo
Yusei Kondo is a corrupt detective who works out of Tokyo. He has been known for incurring massive debts and mishandling evidence in lieu of taking bribes. He is the first Selecao who makes contact with Akira when he gets back to Tokyo and reminds him of the situation that they are in. Yusei was also the first Selecao to die after his wife found out about the affair he was having and his plans to skip town.
Real Name: Hajime Hiura
Hajime Hiura is an elderly doctor who is working out of Japan. Due to an ailment that affected him, he is no longer able to perform neurosurgery; a surgery that requires precision. His plans for helping Japan was to create a thriving medical community that gave people jobs and helped save lives. Hajime helps Akira remember the goals of the Selecao and politely rejects his offers for money. He is the first Selecao to deplete his funds and the first to have his memories erased by Ato.
Real Name: Taishi Naomoto
Taishi Naomoto is a film director who wants to create a new and unique romance to his own style. Most of the other Selecao know he is a film worker based on his purchases, but that does not make him less deadly. Naomoto agrees to work with Mononobe as he stalks Saki Morimi in New York in attempts to draw Akira out of hiding. He is one of the few Selecao that Juiz does not like and is eventually arrested for attacking Saki and Akira with a flamethrower.

Selecao Number VII is never mentioned in the anime or the movies. His symbol is seen on the logs though but has such a low profile that no one bothers to keep tabs on him.

Like Selecao Number VII, Number VIII is equally unimportant as his purchases were looked over for others such as Akira's and Yuki's. He makes a very brief appearance in Eden of the East II: Paradise Lost during Saizo's final speech.
Real Name: Akira Takizawa
Akira Takizawa is one of the more famous members of the Selecao. He was the one responsible for getting 20,000 NEETs to help evacuate people from the Careless Monday attacks, thus no one getting hurt. Akira also sent the NEETs away after they betrayed him for their own safety and brought them back to help save Japan again from Yuki's second missile attack. He erased his memories twice in order to forget his actions as his goal to help Japan is to become it's king. The other Selecao are wary of him though and watch him with extreme caution.
Real Name: Ryo Yuki
Ryo Yuki is an office worker who has developed a hatred for the classicism that exists in Japan. He was the one behind Careless Monday to get revenge on a xenophobic society. Yuki eventually teamed up with Tsuji and Mononobe to try and replicate Careless Monday and get Japan on the right track. He later destroys his own Noblesse phone to take himself out of the game, wanting to get revenge on Akira for thwarting his plans.
Real Name: Kuroha Diana Shiratori
Kuroha Diana Shiratori is the CEO of a major modeling company that works out of different countries, mainly the United States and Portugal. She does not take her role as a Selecao as seriously as the others but utilizes her resources in her own way. It is hinted that she was violated or raped by a man in her past and has decided to help Japan by violently killing registered sex offenders and rapists. She allies herself with Akira and Saki when she sees that he wants to help the country and help her.
Real Name: Saizo Ato
Saizo Ato is the founder of Ato Institutes, a company that helped Japan rebuild itself after World War II. He felt that his generation was the one that saved Japan but over time notices the newer problems that have arisen. He goes into hiding and becomes a lowly cab driver, thus meeting each of the other Selecao and determining who would become one. As a part of the Selecao, Ato is the enigmatic Supporter who eliminates players from the game by wiping their memories. He is the grandfather of Juiz and in the end, agrees to work with Akira to help Japan.
Juiz is a series of twelve Artificial Intelligence programs and super computer built by Ato Institutes, each one of the mainframes specialized for each individual Selecao member. Her purpose is to answer any questions that any of the members may have and processes requests made by each member. Her abilities as a computer are limitless as she can make hard requests feasible. Juiz's connections and powers can obtain warhead missiles to making the Prime Minister of Japan say the word uncle. However, Juiz notes that her abilities can not manipulate the free will of humans. It is shown that the voice the Selecao talk to are the quadruple siblings who use the code name Juiz and are the granddaughters to Ato. Any time she makes a request, she utters the phrase "Noblesse oblige. I pray for your continuing services as a savior" or variations of it.
The Noblesse Oblige phones are colored phones that have been specialized for each of the specific Selecao members. Each unique phone as the member's number on the back as well as they are fingerprint locked in case someone tries to tamper with it (example: Number IV can not use the phone of Number IX). They operate like a standard cell phone but do not have to be recharged or maintained. They are able to keep track of the statements of all the Selecao members and maintain the funds of the bank accounts. In order to make a request, one must push the circle on the other side of the number pad to call Juiz and make a purchase.
