Rob Lucci is one of the foremen of Dock One as well as a highly skilled Ryokugan user. He ate the Neko Neko no Mi Fruit.
Well dressed and looking sharp, Lucci chooses an attire consisting of a black suit with black slacks and dress shoes along with a black top hat. He has long curled black hair and a unique looking beard. Even his pidgeon-like "Hattori" companion who is seen with him on numerous occasions has donned a black tie.
Cold hearted and a "shy guy" of sorts, Lucci isn't much of the conversationalist. He does however show to have quite a temper when it comes to being teased when he sends a flying kick toward Iceburg and Franky when they call him a kid. He doesn't show much compassion for any of his team in the CP9, especially not the chief Spandam. He also doesn't fancy any weakness and will kill anyone who is "too weak".
When Rob Lucci was only 13 years old, he snuck into a pirate hideout that had kept 500 hostages from the kingdom in which it was planning to takeover. Lucci killed all of these hostages and finally decapitated the pirate leader responsible for this act without mercy. He did not escape unscathed however for he had received multiple scars on his back by a barrage of cannon fire. This is a symbol of his reputation and the fact that he was able to survive an attack by the World Government. After his massacre on the pirate crew as well as the 500 hostages, he joined Cipher Pol No. 9 and was known as CP9's best assassin. When he is first shown in the series, he is a masked ventriloquist who uses his pidgeon "Hattori" to speak for him. Later on he is revealed to indeed be the leader of the CP9 infiltration on Water 7. Lucci engages in battle with Luffy for the first time at the Galley-La Headquarters then later on fights him again at Enies Lobby which is their second and final fight. While Luffy continues to press on and continue to battle Lucci with his Gear Second and Gear Third abilities, Lucci is forced to use every single one of his techniques in an effort to win. However, Luffy overpowers him by using the "Gomu Gomu Jet Gatling" technique, sending Lucci flying through a brick wall and thus knocking him unconcious. Later on in the manga, there is a series of shorts known as the "CP9 Personal Report"in which shows the members of CP9 (excluding Spandam) trying to heal his injuries, this shows that they have a genuine care for him.
Rob Lucci is a trained Rokushiki user, allowing him to use various different techniques, most being quite fatal to the enemy.

This is the name of the Devil Fruit in which Lucci ate. It allows him to transform into a giant leopard at will. He can either transform into half-leopard mode, or full leopard mode allowing him to use a variety of Rokushiki techniques.
