Well dressed and looking sharp, Lucci chooses an attire consisting of a black suit with black slacks and dress shoes along with a black top hat. He has long curled black hair and a unique looking beard. Even his pidgeon-like "Hattori" companion who is seen with him on numerous occasions has donned a black tie.

Cold hearted and a "shy guy" of sorts, Lucci isn't much of the conversationalist. He does however show to have quite a temper when it comes to being teased when he sends a flying kick toward Iceburg and Franky when they call him a kid. He doesn't show much compassion for any of his team in the CP9, especially not the chief Spandam. He also doesn't fancy any weakness and will kill anyone who is "too weak".

History

When Rob Lucci was only 13 years old, he snuck into a pirate hideout that had kept 500 hostages from the kingdom in which it was planning to takeover. Lucci killed all of these hostages and finally decapitated the pirate leader responsible for this act without mercy. He did not escape unscathed however for he had received multiple scars on his back by a barrage of cannon fire. This is a symbol of his reputation and the fact that he was able to survive an attack by the World Government. After his massacre on the pirate crew as well as the 500 hostages, he joined Cipher Pol No. 9 and was known as CP9's best assassin. When he is first shown in the series, he is a masked ventriloquist who uses his pidgeon "Hattori" to speak for him. Later on he is revealed to indeed be the leader of the CP9 infiltration on Water 7. Lucci engages in battle with Luffy for the first time at the Galley-La Headquarters then later on fights him again at Enies Lobby which is their second and final fight. While Luffy continues to press on and continue to battle Lucci with his Gear Second and Gear Third abilities, Lucci is forced to use every single one of his techniques in an effort to win. However, Luffy overpowers him by using the "Gomu Gomu Jet Gatling" technique, sending Lucci flying through a brick wall and thus knocking him unconcious. Later on in the manga, there is a series of shorts known as the "CP9 Personal Report"in which shows the members of CP9 (excluding Spandam) trying to heal his injuries, this shows that they have a genuine care for him.

Power & Abilities

Rokushiki

Rob Lucci is a trained Rokushiki user, allowing him to use various different techniques, most being quite fatal to the enemy.

He uses the following Rokushiki techniques in combat:

• Rankyaku Hyoubi : When Lucci is in half-leopard mode, he uses this technique to create large swirling razor-blade type winds.
• Rankyaku Gaichou : With this technique, Lucci is able to create a storm-like bird, using his claws in the half-leopard mode. A wide ranged attack with the ability to deal massive damage.
• Shigan Ouren : A more advanced version of the original "Shigan" technique, just used in multiple fast paced rhythm instead of a single shot.
• Robi Shigan Bachi : A normal Shigan technique, just used as a projectile attack instead.
• Shigan Madara : Similar to the Shigan Ouren, just used by Lucci while in half-leopard mode when he has claws to perform the attack instead dealing twice as much damage as the original "Ouren" technique.
• Kamisori : This is a combination of both "Geppou" and "Soru" techniques, Lucci uses this to gain more speed and agility.
• Tekkai Utsugi : Lucci uses this technique to transfer the damage that would originally be dealt to him, to his enemy causing a bone breaking after effect to any normal human being.
• Rokushiki Ougi - Rokuougan : Lucci's second most powerful Rokushiki technique. The Rokuougan allows him to cause internal damage to his opponent upon impact. Similar to previous attacks by the "Impact Dial" and "Reject Dial" but much more powerful with no damage being dealt to the user. Lucci uses this attack on Luffy, causing him severe pain that almost leads to a near death experience.
• Sai Dai Rin - Rokuougan : The most powerful Rokuogan technique Lucci is able to use. While in half-leopard mode, Lucci can now use his tail as an advantage, immobilizing his opponent. The Sai Dai rin is similar to "Ougi" just with a wider range attack radius and can deal alot more damage.

Neko Neko no Mi

This is the name of the Devil Fruit in which Lucci ate. It allows him to transform into a giant leopard at will. He can either transform into half-leopard mode, or full leopard mode allowing him to use a variety of Rokushiki techniques.
