Rise has disappeared into TV World, leaving behind only her shadow to guide Yu and the rest. As they head in to rescue her, the group finds more than they bargained for, discovering that Rise's other self is just the beginning of their problems...

Igor welcomes Yu into the Velvet Room. Margaret opens her compendium to read the destiny Yu will follow, and she warns him of a terrible danger that is approaching. One so terrible that even all his Arcana combined may bot be enough. She hopes he is able to return to them safely.

Rise is shown on the Midnight Channel and shamelessly flaunting her young bikini clan body for the audience. She introduces herself as Risette and that she'll be taking a great challenge. Yu Narukami stands in his room watching and mashing the record button on his remote repeatedly. Rise goes on to say that the challenge she's going to take is stripping it all off. She says goodbye and blows a kiss to the audience before the TV shots off.
Yu's cellphone rings, and it's Yosuke on the other line. His excited screaming starts to irritate Yu, and he tells him to calm down. They realizes that since Rise was thrown into the TV that they failed to save her and the real killer is on the loose. Yu tells them they should look for her tomorrow. Yu hangs up and checks the recording he made, but he's not surprised that all that's playing is static.

The Investigation Team enter the TV World the next day and find Teddy in a deep gloom. He's sad that he felt abandoned since they haven't come to see him in so long. He starts rolling around over the floor because he can't figure out who or what he is. The more the thinks the more lonely he becomes. Chie and Yukiko try to cheer him up, and he asks if they would flirt around with him. Chie tentatively agrees, and Yukiko wishes that topic could be taboo. Yu then hands over Rise's cellphone to use in help tracking her down.
The gang are standing outside the Marukyu strip club dungeon of Rise. Yosuke recognizes it as the kind of clubs you see outside or resort hotels and inn, and Yukiko denies anything like this is around her family's inn. Kanji complains about the fog, and Chie remembers he still doesn't have any glasses. Teddy hands Kanji the gag glasses he originally give Yukiko before. She may be laughing, but he hates them.
They all enter the main hall of the club, and they're welcomed by the voice of Rise. From the center stage, Chie's shocked to see as several different Rises rise into the light, each wearing different outfits. Yosuke recognizes them from Rise's various albums and appearances. The final one to appear is the Shadow Rise, and Chie has to strike Yosuke to calm his over-exuberance. Shadow Rise promises to show all of herself to them to prove that she is the real self. She dances and spins around the pole, and Kanji hangs his head that his own other self was so blatant. Teddy calls his Rise's repressed feelings, and Yu remembers what Rise told him about how no one sees the real her.
The Shadow Rise becomes tired with such a dead audience. The team is confused what she means about bringing in a special guest, but Shadow Rise reveals the guest is the real Rise Kujikawa on the stage. Rise's on her knees and pleading for her other self to stop this. Yu and the others try to run to her rescue, but they're cut off by the appearance of many lesser Shadows. Shadow Rise warns the guests that you can't touch the girls, and the Shadows starts to fires their guns. They all take cover, but Kanji stumbles around after losing the gag glasses. Yu summons Izanagi to try and finish this fast and the others follow his lead. Their Persona try attacking with magic, but it just reflects off of them. Switching to physical attacks works, but they just reproduce them self faster than they can destroy the Shadows.
Up on stage. Shadow Rise taunts the real one that what she really wants is for everyone to look at her. The real Rise refuses to listen to her other self mock her and dance around. She cries for her to stop and says that his isn't who she is. The Shadow becomes angry and screams at her and asks her who the real her is anyways. Rise looks at the other versions of Risettes surrounding her and starts to question who the real her is.
Kanji is still trying to find his glasses when Teddy hands him a pair of stylish sunglasses to use. Kanji puts them on and can now see clearly as a horde of lesser Shadows surround him. Unfazed by these odds, Kanji summons his Take-Mikazuchi Persona for his first fight. he saves his friends from attack, and Chie and Yosuke are shocked as he wipes out all the Shadows in his path alone. Chie even compares him to a bulldozer.
Shadow Risette and the others challenge Rise to to tell them who the real her is. She looks on as each one chanting how they are the real one. She breaks down and cries that she doesn't know who the real her is. Shadow Risette says that she is the true Rise. She is a part of Rise, and Rise is a part of her. Shadow Rise further starts to mock her by saying how she's sick of pasting on a fake smile all the time. She reaches behind her and unfastens the top of her bikini. She invitees everyone to look closely at the real her as she begins to expose her breasts. Rise shots at her other self that she isn't a part of her. Once released, the Shadow gains it's full power and transforms to a rainbow colored danger hanging on a pole. Shadow Risette says she's the shadow, the true self.
Rise passes out on the stage as the gang approach. Yu asks Chie and Yukiko to get Rise to safety while they fight. Shadow Rise sends out a pulse of energy star starts to scan the Persona and sees strengths and weaknesses of Izanagi, Jiraiya, and Take-Mikazuchi. She then evades every single attack them make. Chie leaves Rise with Kuma, and goes back to join the fight with Tomoe Gozen and Konohana Sakuya. Still, no attack can seem to hit Shadow Rise as she dances around the pole. They've only now realizes that the light they saw was a scan for their weaknesses. The Shadow takes the pole she was dancing on for her counter attack. A wave of multicolored energy fires out out and hits with devastating effect on the Persona, and the Investigation Team feels it. Teddy and Rise watch from the distance as Shadow Rise fires again.
Teddy is scared and wants to do something but is frustrated that he can't think of anything. Shadow Rise fires off another volley and the Persona are all down and nearly destroyed. The Shadow summons several other poles to finish them off, and the team thinks that this could mean their death. Yu yells for Teddy to take Rise and run. Teddy refuses. He doesn't want to leave them and be alone again.
Shadow Rise charges up her final shot when the real Rise calls out for her to stop. She instead aims at the real Rise to shoot her, but Teddy stands on her path. His entire boy is glowing with a bright light. Even Shadow Rise can't scan him. Teddy doesn't understand what's going on as he starts charging the Shadow. His body is moving out of his control, and Shadow Rise fires her powerful cannons. Everyone is shocked as the energy blast hits Teddy, but he's splitting the beam. He rushes and grabs onto the barrels, causing a backfire explosion.
Once the dust settles from the blast, the team finds Teddy flat and deflated but alive. The Shadow Risette is weakened and on the ground, as well. Kanji scolds Teddy for being so reckless, and Teddy asks if he was helpful. Yosuke tells him that he was more than helpful. He saved their lives. Chie says he was cool, and Yukiko tells him that she wouldn't mind flirting with him. Rise goes to the flattened Teddy and thanks him for protecting her. He tells her that he knows how painful it can be to not know about who you really are. He tells her they can figure it out together. Rise apologizes to the team for all the trouble she's caused them, and Yu tells her not to push herself so hard. Rise wonders how long it's been since someone's said that to her.
Rise goes to her other self and apologizes to her. She says how she fought so hard to try and figure out who the real her is. But there was no point when she thought there was no real her to be found to begin with. These words about to real one seems to strike Teddy. Rise tells her Shadow how her and Risette are all a part of who she is. The Shadow smiles and transforms into Rise's Persona, Himiko. She takes the card into herself and falls to her knees. Yu catches her, and Yosuke's jealous. Yukiko can't blame her for passing out since all their Persona are barely standing.
Before the team can start their escape. A dark and villainous voice speaks from behind them. They all turn to see a Shadow of Teddy standing behind the real one. It talks about how there is no true self. Yu looks on and has a strange feeling about this Shadow. The room is suddenly filled in a thick fog, and what emerges from it is a monstrous form of Teddy's own Shadow. It introduces itself as the Shadow, the true self. It drones on about how even if you can hold something you have no way of knowing it's real. A wind starts to build in the club room that becomes stronger and stranger until it starts sucking everything into the emptiness of the Shadow Teddy's mask. Everyone grabs onto something to stop them from being sucked in. Not able to hold onto anything, Teddy falls into the darkness.
Yu calls out and asks what the Shadow means by trying to find the truth only leads to suffering. All it says is that it will show them one truth. They will all die here. The winds become even stronger, and Rise asks Yu to hold her and her Persona Himiko down while she helps them. Yu holds Rise and has Izanagi hold Himiko. Himiko places a visor over Rise's eyes to allow her to scan the Shadow for a weakness, and she can tell there is something else in there other than Teddy. The fog is too think for her to analyze it properly.
In a realm filled in emptiness, Teddy looks around alone and wonders where he is. He turns and screams out when he seems his other self half submerged into the dark mire. Teddy starts to get pulled in as well, and it tells him that he will vanish into nothing here. It tells teddy that he was nothing to begin with and has no lost memories. Teddy cuts him off by saying he's not listening and will continue trying to find a answer. When the Shadow tells him there is no answer, Teddy screams back that he'll look anyway. He stops sinking, and he tells his other self that he may be empty but he's no useless. He doesn't want to leave Yu or his friends. The Shadow asks if he would willingly put himself through anguish in that quest for an answer.
Just outside back in the club, The fog has thinned and Rise has found the location of the thing inside the monster Shadow Teddy. Just as everyone is losing their grip, Yu sends in Izanagi to strike his sword where Rise showed him. He pierces a dark sphere covered in spikes, and the Shadow Teddy begins to collapse.
Teddy appears with his reverted Shadow. Teddy sits up and only now notices he's flat and his fur coat is ruined. Teddy looks to his Shadow and tells him that he doesn't know who he really is, and he's afraid there's no answer. That doesn't change that he's still there and alive. Rise agrees and tells Teddy she's there with him. She tells him they can look together, and Yu says that he's no longer alone. Teddy is touched as Yosuke and the rest agree to help. As Teddy cries in joy of no longer being alone, his Shadow starts to glow and transforms into his Persona, Kintoki Douji. He's surprised that he has a Persona, and Rise tells him she can sense the power coming from it.
Back in Inaba, Yu takes Rise back to her home and tells her to rest, but she reminds him that Teddy isn't resting. It was before they all left that Teddy was working hard to train himself for his grand return once he was back to normal and could be of help. Rise tells Yu she's glad she came to this town so she could find a way to be of help. She wants to join the team to find the real killer. She runs and takes hold of Yu's arm and says they should work hard from now on. She rests her head on his arm and asks him if this can be her special resting spot. He bashfully agrees.

A few weeks later, the sun is rising in Inaba, and the thick fog is filling the roads. No one is around, but hanging upside down on a roof is the dead body of an unknown man.
