Sorry for the late reply. This happened during the Symphonia arc where Haru, Elie, and their gang just got out of the death storm. Haru and Elie have a moment, but Plue got jealous and jumps on them. Plue caused Elie to get on top of Haru. That's how it happens. LOL
Thanks for the comment. Glad to see a Rave Master fan. There's not much Rave Master images on the web because the anime is old and no one giving it a blu-ray or something better.
