In 2007, the world is under martial law. As telepathic powers manifest in the young, the army begins conducting its own experiments, hoping to create its own elite Psycorps, known as the Psychickers. One day, Keith Evans escapes from the American compound. Evans is taken in by the kindly Griffiths family, but he goes on the run with the Griffiths boy Burn, when the family is attacked by soldiers. Griffiths and Evans then fall in with the international Noah cartel, led by the eccentric Richard Wong, and the fight for freedom begins. This anime was based on an arcade fighting game but bizarrely uses Welsh names for the lead characters.
