@Dream: It's based on that Black Keys deal conceptual damage.
Although apparently strong spiritual beings like Servants can nullify the curse. Unfortunately Anderson doesn't have any such resistance or the ability to defeat a curse he's completely unfamiliar with.

Ryougi blitzed Araya Souren, someone who was outright stated to be a bullet timer. She can also throw her knife at speed comparable to bullets to sewer the lines of death from distance.
She kills Lust with ease, actually.

Well, manga version of Vash can shoot blackholes at people so even without the Angel Arm he would likely beat the Captain.
Without either the black hole shots or the Angel Arm though... Vash has no way to overcome the Captain's regeneration and sheer strength.

If this is Red Hulk or cosmic Hulk then Cell has no chance to win.
If it's the regular Green Scar then I guess Cell can wear him out with repeated energy blasts from distance.

Well, since I only read the Seiken no Blacksmith manga like 2 months ago (at least up to the recent translated chapters) I can list a few feats for Cecily.
First, she's about peak human in terms of speed and agility.  She also has relatively good damage soak and while her strength isn't that much she took strong attacks with the assistance of Aria.
As for Aria, she can grant the following abilities to Cecily:
- Wind arrow: Cecily shoots a piercing arrow of wind which can go through buildings or a rather thick plate of steel.
- Wind blast: She can send a burst of wind which can destroy her opposition or counter opposing blasts. Small building to building elvel
-  Wave of wind: Cecily thurst her sword down and releases a frontal wave which travels on the ground. Building level+
- Wind barrier: Cecily surrounds herself in a barrier of wind to tank the opposing attacks. Building level
- Wind burst: Cecily uses her sword to increase her speed for a short burst and assault her enemy with a strong frontal charge. Faster than eye level. (this move oddly resembles the thing which Saber did in the 4th episode of Fate/Zero)
- Wind enhancement: Cecily surrounds herself in an aura of wind which increases her speed considerably. Mildly superhuman level

@MohsinMan99: Yeah, the only ice attack I remember to be more hax was actually invented by me for Vice RP.
My old character, Keith MacKenzie had an ice spell called Gelu Atra (Black Frost) which froze everything down to absolute zero. Objects, people, spirits, magic barriers or even souls. It was a spiritual black ice attack that froze everything on the meta-physical level.
