Flying by magic? Sure, why not, but it would cost quite an amount to you. And if you also spend on other things like that, you end up low on magic circuits(you fly slowly and the whole thing is like levitation) and magic crest(almost uncontrollable flight with accidental results).
 
Also we can deny such outrangeous things like summoning meteors and else. Though lighting strike would be quite effective(and draining on magic) and still possible:p
 
Zeltrech sword is banned and anything outrangeous like that...though allowed for Servants. In short leave the ridiculously powerful spells and items to the Servants. 
For example if somone asks for a weave-motion knife you can modify it into an azzoth sword, saying that mages are much weaker than the Servants.
 
Perhaps as I said we should make this system a bit less complicated to not chase away players or anything. I though out this system to give a bit of idea to newbies to TM how a Mage is in there and also to avoid the making of ridiculously overpowered chars.

You have 120 points to spend on the character. Every ability and feature has a cost on the following things:
-Magic Circuits:1 point each. 50 maximum. Determines the power of magics the magic supply and the magic resistance
-Magic Crest:0.5 point each. 100 maximum. Determines the skill of the magus, the quality of the lineage and affects the magic resistance . Also it can act as extra  magic supply but every character starts with that extra supply unfilled.
-Elements(fire, air,water,earth,ether,shadow). 20 points each. maximum 2. You can choose the Average One(affinity with all elements except shadow). costs:60
-Mystic code: like a noble phantasm a bit. The personal magic item of the mage which he channels through magic. it can be almost anything, but perhaps shouldn't be overpowered. Isn't neccessary to have one.  the Azzoth Sword and magical gems(in short, prana storing devices) are also mystic codes. 5-30 points.
Magic type: It can be almsot anything but perhaps it shouldn't be overpowered. 5-40 points.
-Tohsaka,Einzbern,Matou:5-15 points. Gives detailed description of the other characters and their actions depending on how much points you spent on)  
-Fighting skill(be it martial arts, gunfighting skills, assissination methods...though you must list it clearly). It is useless to defeat a Servants but you may find great use of it against an enemy Master or to manage to flee from the pursuing Servant. 5-15 point.
 
For the last 4 the GM(the supervisor Cfatalis himself) would be the judge to allow it and if yes how much points they would cost. Every magic circuit provides 1 prana regeneration per day.
 
Here's an example for character (an average mage with good family background):
Name:Tohsaka Tokiomi
Magic Circuits:20(+50) -20+25 points
Elements:Fire -20 points
Mytic Code: Mage Staff(works as a prana storage for spells), jewels - 10 points
Magic: Gandr, fireball, flame serpent,  jewel magic, basic magics-20 points
Tohsaka lineage:10 points
Martial Arts: 10 points
 
Well, it's kind of complicated. If I can I would like to make this more simple. But currently I think it's much better. I post my character creation idea for the Servants later.

@Nerx: Ok then we should agree on a compromise. He's only going to have an E class mad enchantment and my character rarely if ever activates it.
The explanation would be that he summoned his Servant last and he stuck with the Berserker class:p (to be honest a Berserker class GC would be better as a character...though  not too wise for my character:p)
What do you think? He can still act like a Berserker, but he would be sentinent and able to speak.
Is it a deal then?:)

@Nerx:  Well, right he can be, but you listed him as a Berserker. But if you modify him into a Rider I think it's a deal for sure.:)
I am sure you have enough knownledge of his backstory so even if my character starts to bombard him with questions you can answer rather well.:)

@HeeroYuy: well, right. But usually it shouldn't happen to that extreme. And Also I need a Servant with close combat abilities.

EDIT: @cfatalis:  What the skill level means? Especially because it's dependent on age.
 Because magi isn't learning everything by themselves. They have the Magic Crests which contains the magic knownledge of the previous generations...perhaps if they're the head of the the magus family...altough the other members are rarely trained in magic so they hardly can be good choices as masters. :)
Same with homunculi. They're more like beings created to cast magic. A homunculus usually already possesses the spells at his/her birth and only trains to use them with great practice. Though Illya and Iris are a bit of exception.

 But well, you should choose a  mythical or ancient hero(heroes from the past century are probably mainly consist of normal humans with no special powers=really weak servants). The other problem is the lawful part. I doubt I can cooperate well with a lawful character. I know...I am picky, but according to my character he's interested in a Servant from the distant past. Actually someone like Iskander would be awesome for him, though he would constantly mess up his plans.:p

 @Nerx:  LoL...I doubt I would be crazy enough to summon a Berserker(as you saw I only have a somewhat average capacity only). Especially because my character would like to bombard the said Servant with questions. Berserkers sure the isn't the most talkative servants.:p

Well, I might join in. Though I don't know how active I can be. I still have much to study. My exams are near and else so...
2-3 times(for 10-20 minutes) a day at most and it's possible I might miss out a whole day on occasion.

The whole character is inspired by him a bit.:) (Though I made this before I read the manga and watched the OVAs...which made me even more of a fan of his)
A practiculary chained beast, a definite evil who serves the a certain family.  
The master was played by the GM and the powerups were simply the releases of seals.
It's a pity how fast that RPG game died out:(  ( after a month or a bit more)
Well, I certainly have evil aspects and like creating dark characters, but I like to write about the "grey" ones much better. Though for me Gilgamesh IS a "grey" character and not a totally evil one. He's just having a twisted sense of good.:p

This is an old character of mine from a now dead RPG forum. I created a character alsmot completely the opposite of mine out of interest. Now I share it with you and ask for opinions.
It isn't totally an anime-RPG char, but the fantasy RPG I've played was partially anime-inspired.

Background:


 Abbyssal creature of hell, one of the former offciers of the Demon of Flames though he doesn't speak much about his past but few things are present in the ancient documentations.

 His birth and early years are undocumented, but he's supposedly born on the Realm of Fire(Nornaketill) on the Demon World of Deilur. His original name is  Fagurrauður Smíða Sársauki.  There are no records of him on the inicial stages of the Great War against the Ariosians(the human world). He's probably raised in ranks in the middle of the War.  There's even a rumor he challanged the Demon Lord himself and became his soldier as a price of his defeat. Which, considering his personality can be quite possible.
He's been described as a young and ambitious, but vicious person with certain rebellious attitudes. His intense hate of Ariosians were large by even demon standards.

 Under the command of Grimmur Alger Eldur(The Demon Lord of Flames)  he became both famous and infamous amongst his peers.  He commanded through fear, much like the Demon Lords do and showed nor mercy or compassion to both ally and enemy.  He often led the army with himself on the front. That certain thing later caused his downfall.
 
Near the end of the War, not long before the Ancestral Spirits sealed the 7 Demon Lords and the Demon King himself he was captured by the Ariosian forces.  He's been sealed like his superiors, but a certain organisation freed him.
Perhaps it was all for their own good. They seeked the power of a strong demon for themselves. Through a complex ritual they managed to force a contract with the demon and make him swear loyality. This was though short lived. The magicians let down their guard a way too soon and they were helpless against the rage of the demon. But the demon's victory was a phyric one. The ritual cut his life-connection to the Demon World and his powers were sealed. The magic forced him into an unbelievable situation. He needs to make contract with a human to simply survive...not to mention unleashing his powers. No matter how much he denied the idea, he needed it to live. So he quickly made one with one of the few survivors.  The boy's name was Pium Vescia and he still serves the Vescia family out of need since many decades.
 
His personality's changed over the time. His vicious and rageful nature is tamed partially thanks to the seals and turned into a sinister one. His calm expression still hides the all-consuming hate for every Ariosian and he uses up every occasion to unleash that. He likes to torture or do anything to others behind his master's back just for his enjoyment.  He also became much more manipulative and sheming over the time. His Master has to keep him on tight leash in order to avoid any kind of cathastrophes.
 
Thanks to his power the Vescia family rose to an elite rank. He became the ultimate weapon of the family. He doesn't feel any damage to his pride by being a slave of humans because he had none of it to begin with. He simply can't stand anything about them.  He has a long-term plan to free himself and come back to the Demon World though he's still waiting for the perfect chance.
 

Powers:


 - Chains of Hate: His basic weapons. Bladed autonomously moving chains with great precision. His best ability in fully sealed form. The chain's lenght is variable. In unreleased form it's like line of small blades hidden under his coat. Between the blades a magical thread runs through. It is extendable to nearly unlimited amounts and has the hardness of steel at least.
 
-Demonic Healing: the least restricted abiltiy by the seals. His wounds stop bleeding instantly and light wounds can close up in seconds. Though with special methods and holy weapons the healing can be stopped. 
 
-Flames of Crimson: His main ability. As fire demon the control of fire is a natural ability which he has great mastery of.  In his prime the crimson flames were capable of consuming a whole city in a minute. The flames are capable of consuming everything, including souls of people. Healing of the wounds caused by the flames are extremely difficult.  The flames' power incereaces with the magnitude of destruction making it exceptionally dangerous on battlefields. 
 
 
Seals: The demon has 10 seals placed on him altogether. The clothes he's actually wearing the seals itselves which restricts not only his powers, but also forces his appearance to be more human-like. With every released seal his body turns more and more inhuman and his original personality comes out better. In short he becomes more uncontrollable in addition to his added powers.  His master, the current head of the Vescia family can open and close the seals according to his will at any given time.

Huh...now that's something hard to come up with a clear solution without knowing it's limits and weaknesses.  My guess can be:
 
Telekinesis
 Crushing someone from distance without the need to move or using anything as a medium( ie. fire, projectiles and else).

Actually the cave was a handicap to him also. Naruto (as a 10-years-old without using Kyoubi's chakra fully ) did quite a devestation himself in the finale of his fight against Sasuke.
 I bet Killer Bee should be capable of that at the very least too. 
If he fights more seriously then he risks the collapsure of the cave. Perhaps the Hachibi's chakra should protect him, so it was mostly because of the ones he wanted to protect that he didn't go all the way.

And we shouldn't post such vague things like magic as power. A magic is a whole set of powers. It's like saying mutant powers.
@Nerx:
And I would like if we can add another rule:
Name the character who's power you want as reference. Afterall every characters' powers have their limitations and weak points which can't be decribed in such a vague thing like the cathegory of it.

To add, Bee was in a totally unfavourable situation: 
- Akatsuki knew his abilities vaguely at least while he knew nothing much about Kisame other than his fame.
- He had people to protect and that was his first priority
-Unfavorable grounds to battle for him.
  
So it isn't right to say he's better than bee, but Kisame can beat Juugo somehow easily.

But to be serious it should anti-magic, but it was already used so:
Super Strenght
Usually those kind of protection methods the CQC is the best. Mellee attacks are needing less focus and power to reach the same output. A well concentrated strike at close range should break through it.

Countering the rubber body should be very sweet(in only a twisted sense), but now I counter the other:
Martial Arts. He/ she can absorb energies, but cannot do a thing against the conventional way of beating:p
