I don't know, about that if you remeber Rock Lee's fight with Gaara, and he removed all those weights in his legs Lee would definitely be too fast for Kid Flash to react on time.

How do you see an anime character in your own point of view. Here's one
 
Asuka Soryu- hot-headed, loud, extroverted. Reasonably intelligent, highly athletic, defiant, with a strong desire to succeed. Tends to get overconfident, considers herself above others, does reckless acts, which often leads to terrible consequence.
