I don't see how it would make much of a difference.
@ReiKai: I'm fairly sure Jeice stated in the anime that Ginyu's power level was falling not rising, hence why Gohan and Krillin were able to beat him.
It's confirmed by the above two scans that while Ginyu was able to fight against them in the first scan, by the second scan he was getting his ass handed to him. On the next few panels his blasts aren't even able to hurt Gohan. Which is why I think he might have a chance at the start of the fight because his power level is probably above 23,000 but as the fight goes on his power level will drop and his chances of winning will fall.

Recoome's power level has been stated to be higher than the other two's in at least 3 different games. Just marginally but still higher. I think his greatest competition would be Burter because he's probably a little faster but I think Recoome would take battle 1.
He'd definitely take 2 and 3 though.
Probably Zarbon. Jeice measured Captain Ginyu's power level at 23,000 and said it was falling. If the fight its prolonged then Zarbon will win and I can imagine Captain Ginyu showing off in his new body for long enough before Zarbon gets the upper hand.
I say Minato takes both. Pre-time skip will be no problem because I don't think pre-time skip was even that fast, not compared to someone like the Raikage who is most likely in the hypersonic speeds and Minato was stated to be even faster. Personally I see pre Luffy being able to move at somewhere between super sonic and hyper sonic.
Post would be quite close. Luffy would have a very hard time tagging Minato who can effectively teleport. His haki lets him read attacks, but how can you read an attack when then person has teleported right behind you? Speed wise I put them a lot closer now and obviously destruction wise Luffy has the advantage but I think Minato's teleportation, genius and ability to be able to end his battles in one move would give him the edge.
Emperor Joker was a one off story character so shouldn't even be a factor in this. Pretty much every major character in DC has obtained omnipotence once in their lives just for some story line but it only happens once.
Joker Venom wouldn't work on Sasori, Pein, possibly Kakazu and Hidan. I say Pein because he uses retainers to fight which are zombies. Also Joker Venom would only really work in small spaces where it could be set as a trap and everyone in Akatsuki has reactions that would let them avoid it. I doubt Joker could gas out the whole city without it being painfully obvious i.e. putting the venom in balloons or something. You have to remember, someone like Itachi is a genius who can analyse situations in seconds. I doubt he'd fall for any old trap. Same with a lot of the Akatsuki. Other than Joker Venom, I don't see how he could really kill most of them, especially seeing as they travel in teams covering each others back and can communicate telepathically. If one of them goes down, they'll be able to find out how and be able to prepare a counter.
Like I said before, Akatsuki will have no qualm about destroying everything to get to Joker which is something Batman never does.

Akatsuki would take this fairly easily for me. Joker's no Batman and I doubt he could stop someone like Itachi, who had reactions well beyond Batman or Pein, who could take all of Gotham out in one blast if he needed to. Plus with his gravity manipulation powers, I don't think Joker could do anything against him.
Joker usually takes advantage of Batman's not willing to kill. Akatsuki would have no qualm about killing him and at the end of the day Joker's only human.
