Sorry but Pre-Kaioken Goku is Moon Buster Level. 
Raditz Saga Piccolo blew up the Moon with little effort, Roshi Blew up the moon previously in tournament as well. 
Also other people have already posted Goku durability and strength at that time.

End of Z  Base Goku is close to Kid Buu level.
Buu Saga Ultimate Gohan is above Super Buu.
 
Z Warriors are gonna get Stomped unless Piccolo, Gotenks and Vegeta come up with a plan to save the day. 
Hold on Piccolo can just try control their body like Kami did to Earthling (Possessed body). Then whilst the struggle for control of body is going on, Gotenks lands a solid blow.

GOKU KICKS BOTH THERE ASSES TOGETHER. 
Goku trained very hard for 10 years because he knew about the arrival of the reincarnation of Kid Buu and wanted to fight him again. Goku gets so strong that in Base for he is still equal to an Enraged Uub(who would be using Kid Buu power, minus ki attack because he doesnt know how to launch them).
We all know in DB that an Enraged person is using nearly all their power. *Looks at Gohan* So Base Goku at End of Manga is Close to Kid Buu power.

Free can still beat Hidan without Magic and Regeneration, coz he transform into a werewolf and eat Hidan.
But anyway, i understand that Free is too much stomp for Hidan to the extent that we have to remove nearly everything from Free.
Maybe i will put him up against someone better. Like Pain or Itachi.

What Z did to the moon looked more like a shockwave, than using LHW. But then again, maybe he did use LHW to do it. I will have to look at the video again,
It is Correct that Z cannot erase anyone more powerful than him (all that surpass him in LHW power/number have overpowered him).

More than 10 LHW in a Universe destroys it anyway so,  short answer = yes, LHW can definitely destroy universe and smaller. 
Also i dont know where this Zero defence comes from. I think you mean a force field or shield defence is turned to zero, you cant have zero defence already because that means their is nothing there to begin with.
I only know that it turns matter to nothingness, so it would destroy a universe if it could be launched in all directions and to the length of the universe.

Kami always stays on his santuary / lookout
Goku was training & did not have dragon rader at lookout.
He tells goku he is going to remove his tail so he can create the moon.
Also why would he use dragon balls when the dragon balls are his own power anyway.

Buu can also create objects from nothing, in time chamber he makes and drink and manga (we all know time chamber is empty, which means it not transmutation, but matter manipulation he can also use)  .
