Ten years ago, when the ashes of the war against the maleficent Kisekian Warlord Akuma Shinma, commonly referred as Newdeath, the country of Japan survived the war with minimum damage to the populace and infrastructure while the whole high ranking government officers and politicians were killed in terrorist attacks by people using Kisekian technology. The country was saved from the main invasion by the creation of an advanced barrier that surrounded the islands in a protective bubble stopping the incoming forces. The creator of this miracle was no other that the current Prime Minister of our proud and prosperous country, renamed Shin Nihon, or Neo Japan for the rest of the world. Usso Namae was one the most prolific businessmen in Japan and the World. Garyuu Zaibatsu leaded several fields of technology and medicine, while also being strong in other fields such as military development and textile production. The owner of this company spent his resources and time into the saving of Japan, and when the time to pick a provisional government for the country after the tragic incidents that took the life of so many politicians the Industrial Party Members choose Usso as the new leader of the nation. His position was made official after the first election that he won by a crushing 85% of votes thanks to his excellent first year leading Japan into regaining its former glory and even increasing its power, by removing the last economical and military limitations placed upon the country in the end of WWII.
The first 3 years of his official period where a time of exponential growth, and the announcement of the new foundation of the Nation was the starting kick of this revolution. Thanks to reverse engineered technology taken from the Kisekian army the quality of life was increased and the life expectancy reached new heights. As the first mandate of Usso Namae ended he opened Inazuma City to the public and announced it as the New Capital City. Inazuma City was the first of several cities built in artificial islands to solve the overpopulation problem of old Japan. When Korea rejoined in one country after the radiation from Russia decimated the Northern and killed their oppressing leaders they asked to be accepted as part of the new neighboring country, as their infrastructure was collapsing and they desperately needed help. In a show of incredible kindness Usso Namae took the mission of helping them and the second city to be constructed, during the second year of his second mandate was Kaminari City, which would function as an International Lobby for meetings between the leaders of the Seven Cities. The Koreans were treated equally as any other citizen and they were allowed to keep their language and customs while they had to learn Japanese. Usso Namae is a futurist but also a traditionalist man, as a young man he spent five years learning the ways of Buda in a monastery in Northern Japan. He understands that the way to the future is the mixture of old traditions and new advances. Respecting the elders and creating new technologies.
During the fifth year of his mandate, the same year of the foundation of Kaminari City, the evil criminal organization only known as Mangetsu started a campaign of terror that ended up with a climactic battle in the moon, from where the diabolical leader of the criminal empire tried to use a weapon of mass destruction to take the planet hostage. A valiant group of heroes helped by the Shin Nihon Gunji and some other military forces reached the Lunar Base, AkaiTsuki 01 and destroyed it, stopping the menace of Mangetsu once and for all. Usso was poisoned during these events and from then on his health has never quite recovered, cutting several of his public appereance, but he pushes on with his job, even with his bad health and continues to help this country. In the last years he started a regional improving policy, increasing each prefecture economy to match Inazuma City, and saved several decaying towns and cities by improving their facilities. Osaka was in the worst shape but in half a year, after legalizing gambling, under strict restrictions, the city bloomed once more as a tourist destination. Tokyo was declared historical patrimony and all the historical buildings and landmarks were reconstructed using the old materials but new and improved techniques, one again showing the duality of Usso’s government policies.
Currently Inazuma City is guarded by the elite Inazuma Police Department that includes several dozens of freelancing agents that posses what people call superhuman skills, and the general populace refers to them as Private Senshi, or Private Soldiers as they work for the police department but can take private cases from anybody willing to pay their fees. Superhuman activity is regulated by the Sakura Supernaturals Affairs office (one of Usso’s esthetic changes of the government was to grant each office or ministry a Japanese flower as flag and emblem) The Shin Nihon Army protects the borders and is based in Kyushu, in the Susanoo City, from where they stay vigilant from any outer threat. The army is formed by elite veterans, most of them from other parts of the world, that survived the Kisekian conflict but their country didn’t. Their grid covers all the territorial waters of Shin Nihon, and their main task lately is to deflect or combat the advances of mysterious new species that appear from the Pacific Ocean only referred as Kaiju, in relation to the old monster movies. Seemingly these gigantic creatures, of animal characteristics are forgotten experiments of the wicked Mangetsu Organization. Unluckly these aren’t the only dangers of the seemingly utopic country as other leftovers of Mangetsu are causing mayhem. The San Yama Gumi and the Raimeir Rebels. Each group comes from a splinter branch of Mangetsu and their objectives differ, but both groups only cause turmoil to our society.
A Private Senshi is a registered Super Human that works as an independent contractor but haves connections to the Goverment of Inazuma and ca be recruited to help in police operations. They have a salary from the goverment but they also take request in their own offices or the ones with not too much experience, reknown and money join togheter in squad or joint office. There are "talent" agencies that find the most promising young Senshi and gather them and train them until they can go solo and get a part of their earnings.
They can take jobs of any registered citizen of Inazuma City or any foreigner that is as Resident or is in the city with some kind of diplomatic permit. The Senshi can also take on request of other people in Shin Nihon taking out threats all over the country. To be a Private Senshi you need to be registered as a citizen of Inazuma City (or being a foreigner with citizenship of a temporary visa like the Imported Heroes) or in extreme cases doing a extreme act of heroism (not 90's EXTREME, but a really important and influential action) to help the City will grant the one responsable an honorary registration as a Senshi

@kashif1: Manned and unmanned, technological and mystical. You can enter but if you start making a fuzz they are going to fall over you like the fist of an angry god. And if you really get to the point you are a massive pain in the ass not only the Shin Nihon Gunji (army) will go after you but also the Mangetsu elite Numbers Army. If you arent going to make any problems you're free to leave and go, but the moment you want to dig under the surface you're in for a world of pain. (And this is final, think it as a restriction to all players in an mmorpg that cannot enter or be active in certain places, there isnt any, and I mean any way to get around this restriction unless your character is suddenly Fatalis-Class)
The rest of Japan is under surveilance but is much softer than in Inazuma. And most of the criminal activities such as gambling are handled in Japan main land and Korea is the International Relations lobby in the City of Kaminari, twin city to Inazuma. Osaka is the main gambling nexus (even legalizaed) Think it like a Japanese Vegas
Chapter II: The Island in The Shadow of Tokyo
The plane landed in without making any noise, the new technology, reverse engineered from the Kisekian advanced technology that Mangetsu and Dr. Shishido managed to loot from the invading army vehicles and outposts. The remnants of the army formed a coalition and took shelter in their island, hiding it from the world with their technology, licking their wounds and hiding. Kuro-san knew that their return was only a matter of time, but he was sure that he would already taken over the rest of the world, and using it as a stepping stool for his real goal. As he walked down the stairs of the plane, Tsukimori-san, his right hand was already there, flanked by the beautiful Rei Danzo, the Shinobi that asked him for a job. She was wearing a secretary-like outfit, and it was noticeable that Tsukimori didn’t like her around. Usso used the Mangetsu Intelligence Network, a massive branch of his criminal empire focused only in information gathering and espionage, to investigate Rei Danzo background. Most of the information he got was fake, but he finally uncovered the truth in roughly 35 min of flight. She was the last member of a Shinobi clan, and seemingly used to be a housewife and mother, that had forsaken her past as an assassin and turned a new leaf, but something changed that and the woman that once was known as the Princess of the Danzo clan was known working for her. Tsukimori greeted him, with a note of nerves in his voice, surely about the mysterious newcomer.- Good Morning aniki, thanks for coming to Kyoto, we are already escorting Crow Cementerio to the meeting point, and we are making the last arrangements for project Inazuma, as we captured the man Juro recommended and we are in process of recruiting him-. Tsukimori bowed as he spoke, and Kuro replied with a similar bow and calm tone. -Perfect, Kuro-san will be very pleased-, he looked at Rei and continued.-So you met Danzo-hime, perfect, this saves me the bother of the introductions-. The kunoichi was visible shocked at Usso’s choice of honorific, she always thought that her past was hidden and almost let out a gasp of surprise. Tsukimori smiled upon his boss cunning taunt, and left the landing pad and gestured Rei to follow him. Kuro cold smile, a predatory grin, got wider as he felt the cold wind in his face and he knew that he was taking his first step for his goal. For a moment he stood in that place, while the plane left the private airport and he looked at his wallet and a picture in it, for a second his face showed a glimpse of infinite sadness and sorrow, and the feeling was so strong, that Rei Danzo Crest Medal, even more than a hundred meters away reacted to it with a bright light. The glimpse of feeling he let out vanished as fast as it surged, and he went towards the main building of his private airport, the same he used months ago to de-brief the Numbers upon their mission against Ebisu HQ. He took a car for , the meeting point with Crow, that luckily would be there by now.
Back in , the trio in the shadows tailed the drunken Hoshi Maeda, former Idol and actor through the darkest alleys of the city. He tried to enter to other bars, but was kicked out by the bouncers thanks to his horrible looks and stench. The men in the shadows kept following him. They were huge, massive silhouettes that seemed to be at least twice a normal man height. Hoshi knew he was being tailed, after suffering through a dozen or more stalkers he knew when somebody was watching him. He finally couldn’t take it anymore and turned around, shouting angrily at them, -What the HICK! Fuck do you want from me!- his drunken hiccup interrupted his words, and one of the men laughed, Hoshi lost his mind and charged forward – Do you think is funny!? I’m going to kick your but no matter how big you are!- Hoshi rushed towards the one that laughed raising his fist ready to strike but his attack was blocked, and strangely the impact seemed to diffuse against the hard palm of the laughing man. –GHAHAHAHA, it seems this one haves some spirit! You were right all along Daishiro! - The tallest of the three was the one talking, and the shortest of the trio was the one his was referring. They were old, veteran warriors of a simpler time. Ichigan Nagare, the man called the Natural Predator of Mountains, a master of his own style of Karate, and a man that was forbidden to participate in any competitive Karate fight because of his crushing power, he was the one talking. Daishiro Shimazu was a broad man with a bushy beard and no hair in his head, he as ridiculous ripped and only used simple monk clothes. The only luxury he had was a golden medallion in his chest, tied by a silver chain. The third man had a sad tone in his eyes and remained silent, he was only refered as Shogun, former leader of the Japanese Self Defense Force. –What the hell do you want old farts!? - Shouted Hoshi. The three old Masters looked at him and Ichigan once again talked for them, -What do we want? We’re going to help you get even from the man guilty of your brother dead, but you’ll have to train first. We need you ready for the Inazumaken Tournament- Hoshi was confused, - The what now!?-
