I guess #20 - #1 = multiversal reality warpers who have been considered omnipotent (by fans) ...unless you mean physical strength (in which case non-ridiculously (physically) overpowered characters have 0 chance against characters of DBZ and DBZ-inspired/alike shounen animes)
Anyway I'm not a good list-writer so i’m gonna stay out this one...
