No it isn't. 
 
1. Sasuke was able to hold his own against Raikage and then go on to fight 3 kages at once. There is sufficient evidence to believe that Raikage is either slightly weaker than or equal to Sasuke. Given that sage Jiraiya is stronger than Sasuke, Jitaiya wins.
 
2. Jiraiya is a more intelligent fighter, and has an array of summons. If he brings out gamabunta, it could be massively troublesome for Raikage, especially when he uses combo attacks (i.e. Toad Oil Combo). And what's to stop Jiraiya catching him in his toad mouth jutsu? Raikage is certainly reckless enough to get caught by it.

3. Correct, sage mode doesn't equal God Mode, but anyone who takes it lightly is a fool. Lets consider physical strength; Raikage has proven to be capable of hugely destructive blows, but lets not forget that Jiraiya in his normal state possessed enough strength to cause significant damage to summons. When he turned into sage mode, there was a point where he sent a bull summon flying. I would place their strength at about equal, possibly with sage Jiraiya being slightly stronger.    As for speed, this is Raikage's greatest strength; in his normal state, he was able to keep up with Sasuke, thus meaning he had kage level speed. Upon activating his lightning armour, Sasuke's normal sharingan couldn't keep up with him. However, Jiraiya was also shown to have a large speed increase, which is saying a lot given that he too had kage-level speed beforehand. I would place their speeds as either equal or slightly greater in Raikage's favour.   However, lets consider sheer power and jutsu; thus far, Raikage's fighting style mirrors that of Tsuande's (attack at high speeds with Hulk strength). But when you consider that Jiraiya has such a wide array of jutsu, plus the likes of odama rasengan (a jutsu that could easily total a summon), plus the fact that he has ma and pa frog with him, and it is clear that in this department Jiraiya owns Raikage.  Strength= Equal/ Slightly JiraiyaSpeed= Equal/ Slightly Raikage Jutsu= Jiraiya easily Brains and tactics= Jiraiya (especially with ma and pa)  And if all else fails, he can use the toad song.  Jiraiya wins this, Raikage is overrated (just because you can lay a few hits on Sasuke doesn't make you uber, a normal Killerbee managed it and he found Kisame a tough opponent).     "

Not really considering South Kaioshin was the STRONGEST Kaioshin and Buff Buu had to absorb Dai Kaioshin because Buff buu was LOSING. When u see it this way, Buff Buu & Kid Buu are indeed the same, except that Kid Buu is more evil. "

Kid Buu however does not contain Kaioshin inside himself and is therefore, more powerful than Super Buu.
