Luffy stated that he only wanted 10 crew members at the beggining of the show. So most likely Jinbei will be the final crew member. Technically he has more then 10 right now if you include Vivi and what not, but in his actual crew, it'll most likely be Jinbei.
@LiquidPrince: I've been re-watching the series this past month and he does mention 10 very early on and then again in the 400s. I think perhaps during the post-war arc young Luffy may cite that number, as well. Either way, I was wondering the same thing. But, does the number 10 include "Captain" Luffy, too? To the best of my knowledge (I don't read the manga) there are 8 members of his crew currently. If you add Vivi, that would be 9, but while I do think of her as a "strawhat" since she's not striving to reach the end of Grand Line like the others, I can't count her among the 10. If Jinbei does become a member after whatever business he has to take care of is done (perhaps it is in the manga), that still might leave one more spot open if Luffy wasn't counting himself.
Personally, I'm hoping for Tashigi, the Marine officer who's always following Vice Admiral Smoker. Of course, I'm just selecting from known characters. If there is another crewman added, it will probably be someone we haven't seen yet. But, from the know cast, I'd like to see her interacting with Zoro and I'd rather another female be added. The question is, what's Tashigi's dream? Everyone on the ship has to have a dream they are pursuing at sea. Does she seek to collect all the named-swords from evil owners? Does she want to be the world's greatest swordswoman? A story arc could detail this prior to joining.

I guess if they fudge it and he wants to cheat a little he could say that Luffy technically doesn't count, but I doubt it. I think he considers himself part of the crew.
