Well they ran in the same magazine at the same time, so I'm not really surprised that Watsuki slipped something in there like that.

I believe Eiichiro Oda was Nobuhiro Watsuki's assitant for sometime , so he probably put that in as a nod or something.

@rein: That guy was based off venom , like Kenshi's first enemy who looked like Gambit [ that creepy eyed dude on season one]

Yup, and I believe there were a few nods to Kenshin in One Piece.
