November 11 also know as Jack Simon is a field leader who is in charge with investigating BK201 as well as his cohorts. November is M1-6's top agent. Through out the series he develops a friendly & close professional relationship with Misaki .After meeting with Amber and learning the true motives of the organization he works for. He heads out to confront Decade by doing this he becomes badly wounded and soon dies on street after lighting a smoke and leaving a message on April's phone.

There very little know about November 11 other then he was a M1-6's top agent and he worked with Amber for short time. Those it's unknown if he still is or isn't and for how long.Personality
He has very calm personality which is typical on a Contractor also he shows no generally emotion in battle this shown during the fight with Hei were he is showed shocked at a Contractor not making logical decision.November 11 is kind person and shows concern for is comrades however he has no intrest in killing his enemy when the fight is over. Some time after his fight with BK201 November starts thinking BK201 chocies about not betraying the syndicate which bothered him afair amount. Farther into the series he starts to regaured to his comrades as friends this is something he didn't consider till know. He has large dislike for smoking which is irronic since his prices for his powers is to smoke.Abilties
He has the abilyiy to freeze liquids this inclueds the blood in human body.This comes in hadny when he does not have direct contact with his foe.November is able to shape water into projectiles by freezing it and can throw them with lethal precision.He can create protetive shields out of frozen water. He hates his prices for his powers to no end mostly because he hates smoking as well he is very extremely agile ableing him to dodge or protect himself from lethal attacks in moments. November has sharp mind as well seem to be a natural leader.He is quick to counter opponents moves this makes him step ahead in fights. Not only that but he possesses a remarable degree of forsight.He generally has a back up plan in case the first one fails.
