Though, they can be a pot shot of value. Like, a zoomed cell on the back of Shinji's head won't be "worth" much, but get one from the topless Rei Ayanami scene and you're in business... apparently. The infamous "Shinji accidently fondles Rei in a towel" scene had a cell which sold for ¥403,000 (roughly $4,500.)
Comparing and contrastingThe news of this sale comes hot on the recent Yuki collarbone cell (pictured above) from the Disappearance of Haruhi Suzumiya. While it fetched a trivial 356,000 ($3,900,) at least there I read character. The cell comes from a what looks to be a gripping moment where the similarly cold Yuki shows a very uncharacteristic, large facial expression. What does the Rei panel have? A left boob angled into an emotionless shot? Not like I'm the buyer who drops thousands of dollars on such things, but shesh.
