The Story
Nayu, Yako, and Haruka are newly-minted middle-schoolers. On her way up to the podium, student rep Nayu trips and shows off her panties to the crowd-- but these aren't any typical cute cotton panties, no, they're silky black panties with mesh-- "adult" panties, Haruka thinks with a little trill of horror and fascination. (Let me note: they look blue to me, but they call them black later. Whatever.)Haruka and her pal Yako hear a rumor that Nayu is a kiddie prostitute, getting expensive frilly panties from a sugar daddy. When watching her receive a package from an older guy they conclude that this is probably the case and begin to avoid her, right at the same time that Nayu notices something about Haruka and starts trying to talk to her.
Long story short, it turns out that Nayu is just a girl who really loves underwear and wanted to tell Haruka that her bra doesn't fit her right. She also tests new panty designs for her male acquaintance, with whom it appears she lives. The trio become pals. (No mention of a panty appreciation club yet, as per the earlier mentions I saw, but that could be next episode.)
The Review
Look, if you're not interested in-- or at least willing to put up with --panty shots, you probably weren't going to check out this show anyway. If you actually thought this MIGHT not be a massive pantyshot-fest, it is. Now you know. And yes, all the characters are 12ish.The question, then, is whether the story and characters are interesting enough to justify all the panties. So far, I'd say...not really. Watch it if you like a mildly goofy tale of girls who show off their undergarments as often as possible. That said, Nayu does actually provide real information about bra sizes and panty styles, so there's a tiny part of me that dreams that the show might teach a few guys about how some of that lingerie you dig can be really uncomfortable.
Let's see...the characters are all people you're pretty familiar with, although Nayu's cheerful obliviousness is still cute if you're into that particular archetype. Haruka and Yako are a bit more generic so far
But I wouldn't expect a lot. Just a very light ecchi comedy-- I'm a little surprised it's airing in the winter, actually, and not in the more fluff-friendly summer season. There was nothing eye-rollingly awful (except perhaps when Nayu very briefly goes on about making "them" happy-- them being the panties, not the girls wearing them, I think) as I might have expected, but nothing especially redeemig either.

Gia knows only two things - Great plot line anime or utter smut.
Sorcerer Hunters
Mahoro-Matic
Zero no Tsukaima (first season)
Golden Boy

He Is My Master
...To name but a few, off the top of my head. I like ecchi humor, but there has to be more to it than there is in Chu-Bra!!, which had a couple of cute moments and that was about it. It wasn't even really that funny most of the time :\
Seconded. I love ecchi but it has to be GOOD or at least have DEM CURVES, HIPS and DAT ASS on women. This is nothing more than bait for old men.
