yes, it can. that's the main reason why i was disappointed with Kampfer. it had the potential to be a pretty good story, but got ruined by unnecessary levels of fanservice.
Fan service can have its place in anime. But putting too much in a title at the expense of plot and characters will kill its entertainment value.
Binbogami-Ga! has a good balance of fan service, drama, and parody. I don't feel bad watching it; My little sister loves it. Shows that have too much fan service makes me feel uncomfortable unless I can watch it with somebody except if it's too naughty or defiles women.
I used to hate Rock Lee and His Ninja Pals at first. The 2nd episode got me in. I actually look forward to it every week with Binbogami Ga, Sket Dance, Sword Art Online, Campione, and Humanity Has Declined. Fairy Tail just lost steam to me.
I'm the type of person that gets completely turned off an anime with the introduction of fanservice, especially if it wants me to take it serious. However, some anime's can pull it off and I feel Golden Boy is an example of one that succeed in proving to me that you can go crazy with T&A and still be hilarious. So I'm not quite sure where to gauge the limit, but there's definitely a limit and it's easy to break.
Oh yeah, I don't need a reference sheet for listing parodies on those wiki pages. I got , , and who seen more anime I do.

Heh, if Rokuro Okajima acts like Akatsuki Ousaka, Revy would beat him up. Black Lagoon wouldn't be that great with that kind of fan service. Though, I haven't tried Black Lagoon.

Does a show have fanservice? Yes? Then it has too much.
Most of the anime I watch are shonen shows so the comedy I often get is exaggerated reactions accompanied by superdeformed characters. This gets very annoying and it is one of the reasons I lose interest in most anime. Sometimes if the show is cool enough, like Full Metal Alchemist, I am able to ignore it. However, with the case of a show like Fairy Tail there was so much cliche comedy along with the cliche plot that I just gave up. I can't stand small/big boob jokes, panty shots, exaggerated reactions to basic social situations, females that assault males by hitting them every time they say something ridiculous, characters that yell aloud what I just saw, and a bunch of other stuff.
Apparently, Japanese comedy doesn't work for me so I just started skipping to the action whenever I could.
I think it hurts legitimately serious shows, but it's not all that present in those. I'm thinking of something like Paranoia Agent and, to a lesser extent, Steins;Gate.
A lot of the shows with service are about as serious as a Fast and Furious movie, which is to say that they are only taken seriously by like teenagers. They're supposed to be stupid or outlandish to a certain degree. Highschool of the Dead is a good example of a dumb fun show like that. I'd put something like that on the same level of seriousness as True Blood, a popular live action series on HBO that is basically ultra gory softcore porn with monsters. It's dark at times but it's pretty far from being serious, especially compared to something like SouthLAnd or NYPD Blue.
Not to mention that there is an entire genre of anime that is basically in line with perv comedy movies like American Pie where boobs, titillation, and slapstick humor are the primary selling points. I'm pretty sure Binbogami is in that genre and has never tried to sell itself as this ultra serious, highbrow drama that will challenge your views on life and the world around you.

Better late than never... the question was "BINBOGAMI GA! - Can There Ever Be Too Much Fanservice?" an thats a simple no.The more complex answer would be the show is aimed at adults.Its jokes an language are blue.Hmm that was not that complicated at all.
