Correction, Guy's handspeeds are suoer sonic gai is the fastest in the leaf, Naruto and half the cast are not bullet timers let alone rapid fire modern day ones.

@Justice: Correction, Gai could be anywhere from mach 1-5 or beyond, a handgun round is just under the speed of sound at muzzle velocity, it drops speed quite fast when it leaves the muzzle.

You punch faster than you run, Gai had super sonic HAND speeds his body would likely be sonic speed, since there is proof of this as shown with lee how he was going at the speed of sound Gai showed the same moving speed only faster hand speed. I also said modern day rapid fire, no way would Gai be able to see all those bullets and dodged however he could most likely cath or reflect them with his hands. Even so only Gai,Itachi's susanoo (Which he was still hurt before using it), Lee, Kakashi, and Haku have a good chance at bullet timing. Not everyone in Naruto lol. Possibly Sasuke with sharingan too.

I do agree about this. 
(Though in some fictions characters seem to be able to run or fly faster than they can punch, but generally you are fight) 
Gai would be able to pluck the bullets out of the air.  
And remember morning peacock was supersonic, Afternoon tiger was said to a punch faster than all others. And this was in 7th gate. 
If Gai used Afternoon Tiger in 8th gate I wonder how fast the attack would be?  
 
Anyway Itachi's reaction time was such that he could get susanoo up before the lightning hit him, this is 100's of times sound speed, and with the pre cog of sharingan I am certain Itachi, Sasuke, kakashi, would be able to dodge rifle bullets, Gai and Lee would, Neji with byakugan could. New naruto could. Maybe they wouldn't be able to travel linearly faster than a bullet (i.e beat a bullet in a 100m race) but I think they would dodge them handily.
 
As far as handgun rounds which are sub sonic after fired, I think even hinata, and shikamaru level's could dodge them.
