Mawari Zenigata is a head of the discipline committee of Isono Junior High School. Her ideal is to follow in her father's step to become a great police officer. She enforces the "Rules of Society".

Nagasumi is a young boy who nearly drowned while on vacation. He was saved by a mermaid, San Seto; and due to mermaid law they must either marry or die.

Nagasumi's Father is the head of the house of Nagasumi Michishio. Forced to sit back and watch as his son is engaged to a yakuza boss' daughter, San.

Nagasumi's Grandfather was a resident of Seto Inland. He died years ago and now exists in the afterlife.

Sun Seto is a mermaid and the daughter of a Yakuza boss of the Seto Crime Family. She lives her life by the way of chivalry. She's engaged to be married to Nagasumi Michishio.

A member of the mermaid nobility who kidnaps Sun Seto and attempts to force her to marry him. He is also Akeno's superior and is responsible for her attempts to get between Sun and Nagasumi.
