Chang Works from Home

Mr. Chang is a Chinese gangster from the Black Lagoon anime/manga series. He oversees the Sun Yee On Triad's branch in Roanapur and is one of the major players in the city's criminal underworld. Like the rest of his men, he enjoys suits, sunglasses, and cigarettes. He used to be an officer of the law before switching over to organized crime and is now only concerned about keeping a profitable status quo. To that end he prefers alliances and uneasy peace to gang wars. He's quick with a smile and keeps a level head, but is just as ruthless as the other mafia bosses in the city.

One of Mr. Chang's defining skills involves his mastery with dual wielding pistols. He uses a gun in each hand with enough ease to impress Revy. Even she admits that he's on a whole other level. Still, Chang spends most of his time off the streets and behind the scenes managing his organization in Roanapur. He has history with Balalaika of Hotel Moscow and knows her well enough to tolerate her calling him "babe" from time to time.

Creation

Mr. Chang was created by the manga writer and artist Rei Hiroe. Chang's design is heavily based off Chow Yun-fat's characters in John Woo Hong Kong action movies. The suit, scarf and sunglasses combination has close similarity from the movie "A Better Tomorrow" and the skill of dual wielding weapons while diving around goes back to "Hard Boiled" and other films. The reveal of Chang as an ex-cop (as well as his current job as a Triad gangster) calls back roles from those films as well.

Major Plot Arcs

Bloodsport Fairy-Tale

In the manga, Mr. Chang makes his first appearance trying to stop the series of murders threatening to send Roanapur into a gang war. He makes an alliance with Balalaika to locate Hansel and Gretel who are responsible for the killings and has a gunfight with them outside the Italian mafia's offices. He survives at the cost of his bodyguards and his car and hands off the job of eliminating the twins to Hotel Moscow.

In the anime, Mr. Chang makes his first appearance trying to convince Dutch and Lagoon Company to transport a briefcase stolen from Islamic extremists. After his office was bombed, he organizes a feint to deliver important papers to CIA agents in the Philippines. The meeting is interrupted by an RPG strike and a raid. He shoots his way out of Lagoon's offices with the help of Revy.
