Story

Meet Medaka Kurokami, a newly elected, highly committed student council president who wishes to help any and all students whoever they may be when they write up their requests to the student council and put them in the suggestion box. Along with her childhood friend Hitoyoshi Zenkichi, they solve the problems of those in need!

Starts out as a manga about a Mary Sue character who runs around the school, solving the issues of students who fill her suggestion box. Then partway through it becomes a battle manga where Medaka discovers the entire school is secretly a government-sanctioned experimental lab that the students are unknowningly part of. After hearing the details about the "Flask Plan" to turn normal kids into superpowered "Abnormals" without their consent, Medaka leads her friends on the Student Council into a 15-story military base under the school to fight against the 13 Abnormal students and destroy the heart of the Flask Plan before it can be carried out.

Then after accomplishing that, Medaka and co. find themselves facing their worst enemy yet: a boy named Misogi Kumagawa who is the self-proclaimed leader of the "-13 Class" at the school. With the power to change reality itself and absolutely no moral or ethical qualms about using that power, Misogi leads his own team of purely evil -Abnormal students in an attempt to bring down the elites, and Medaka isn't too sure if she can defeat him.
