Looks like a mock-drama. Just the name doesn't induce the thought that this will be a serious show despite the scenes in the trailer. Maybe a dying girl's dream? You know, I am actually going to retract my earlier sentences because Angel Beats! turned out to be more than what I thought. Still, I don't what what is actually going on. Quick! Someone look up the manga!

Hmm...looks somewhat interesting, but I will reserve judgement upon this until I see or hear more about this series.

I know exactly what's going on in this trailer.  I watch the show allow me to explain.
 
One of the characters is saying that destiny is a word he hates.
A girl says her favourite word is destiny
 Two brothers have a terminally ill sister who dies but is revived by a novelty penguin hat the bought at an aquarium.
The girl is possessed by the hat and tells them to find the penguindrum and the only clue she gives them is the name of the girl who says she likes the word destiny.
The two brothers are assisted by three penguins that can only be seen by their sister and themselves.
Most of the comedy comes from the penguins being stuck to things, looking up girls skirts and there is a running gag that one of the penguins pulls a can of bug spray out of nowhere and kills a bug that flies too close to him.
 
It's quite a weird but good show.

This anime is great so far! Animation is seriously good, very bright and vibrant, but also creates enough interest to see more, story is unfolding nicely, sound and music fit very well. 
 
For those who want a short plot set up: Himari is a terminally ill girl who stays with her two brothers. One day the 3 of them go to the aquarium. Himari buys a plushie penguin hat. But she collapses in the store and is taken to the hospital. She is pronounced dead, but when she is left alone with her two brothers she springs to life again while she is wearing the penguin hat. It seems that the penguin hat is controlling her and tells the two brothers to "find the Penguindrum, or else your sister will die. I will let your sister die if you refuse, but if you search for the penguidrum and find it, I will keep your sister alive"  
 
So, the brothers need to find the Penguindrum. They are sent aides to help them, 3 small baby blue penguins only they can see. The brothers are just as confused as we are about what the Penguindrum actually is, and why they out of all people had to get involved in something like this. 
 
Overall I'd say the anime is cute, interesting, well put together and easy to watch. I highly recommend people check this out!

I've watched the first three episodes, and it's pretty fantastic. Crazy magical girl transformations, silly penguin shenanigans, and creepy things like overt stalking and implied incest in between. The opening and closing themes are fantastic too, the closer evokes what would happen if Siouxsie Sioux sang in Japanese.

@Daroki: I love the part where they just reuse the exact same 5 minutes of animation every time when the girl does her transformation and walks down the stairs while explaining to the guys how much of an idiot they are. The only things that change are the guy's clothes.

Also, @Babylonian: the opening to the anime basically looks like a DJ Max video.

Going by peoples descriptions, and the trailer, that looks like the sort of thing that I'd maybe have watched a decade ago.
 
Now.  No.  The cutesy thing I find annoying when it's done well and spectacularly creepy when not.  And usually the comedy of " looking up girls skirts" 95% of the time means it's the latter: in the same way I doin't find the 'Carry On' movies funny most of the time now.
 
I only have a shourt amount of time to watch stuff, I'm not going to risk it on a show like this based on what's been put out there ; though if it ends and people say it's great; I'll reconsider.
