The Marines is the military force of the world of One Piece. They are under the command of the World Government.
In the world of One Piece, where the majority of the planet is covered in water. The military force of the World Government are the Marines. hey serve on both land and sea.

The oversight of the Marines has been shown to be by the Five Elder Stars (Gorousei). It is this group that hand down the orders to be followed throughout the military chain. The Five Elder Stars also oversee all the Cipher Pol teams.
The members of this military come in a wide variety. Most seem to be out of genuinely keep law and order for the world, but those in command have also shown to be either grossly corrupt, cruel, and sadistic. Often having a rather dark and authoritarian sense of what justice is about.
In their eyes, all pirates are evil. No exception.
Unlike pirates, the Marines have regular bases on land. The Marines have bases scattered across the globe on various islands.
Marineford is the main base of operations for the Marines. The base that currently holds the name was not the original Marineford. That was located on the first half of the Grand Line, but is now called the G-1 Base.. The base that currently holds that title was originally called the G-1 Base. This is located on the second half of the Grand Line called the New World. The move was decided after the first Marineford island suffered severe damages. It was decided by the new fleet-admiral that operations should move to the New World. So, there was a switch of names on the islands,
The first home base of the Marines is known as Marineford, but became the G-1 Base after the events of the war with the Whitebeard Pirates. It is a large island in the shape of a crescent. Not only is it a military base. It also houses living quarters for the families of many of it's members.
After the war with Whitebeard, this island needed a great deal of repair work. It was decided by the new fleet-admiral to move the Marineford operations to the other side of the Grand Line known as the New World. What was once originally known as the G-1 Base then became the new Marineford.
In the East Blue on the island of Shell Town there is a Marine base. It was originally commanded by the former Marine captain Axe-Hand Morgan. He ruled the small island like a tyrant. Anyone who defied him he would order executed. The villagers and the lower ranking Marines all lived in fear of him.
He was eventually over thrown by the pirates Monkey D. Luffy and Zoro Roronoa. It was here that the Marine wannabe, Coby, started his training with the son of Morgan, Helmeppo.
On the island of Navarone is the G-8 Marine Base. It is a peak island that is surrounded with a natural wall of stone with only a single port of entry. This gives the island an incredible defense that was always thought to be impregnable. The island is commanded by Vice-Admiral Jonathan.
The Straw Hat Pirates accidentally breached the walls of the island when they dropped in from the sky after they had left the White Sea.
There is a Marine base on the island of Sabaody Archipelago, but only in one portion of the seventy groves. The Marines police much of the more inhabited groves, but the base is located in Groves 60-69. Groves 0-29 are the lawless zones.

The highest rank in the Marine Army is the admiral. They are also the top strongest fighters of the force. Each have the power of a Logia type Devil Fruit. It's the fleet-admiral that is in charge of strategy and distribution of orders from the Gorousei.
Fleet-Admiral Sakazuki originally held the title of Admiral Akainu, and is one of the most extreme of the admirals. He seems to take pleasure in killing as many pirates as he can. Orders must be followed and is willing to turn on his own side if they question those orders. He ate a as of yet unnamed Devil Fruit that gave him the power of molten magma and lava. That includes his very body. Sakazuki is the one who ended the life of Portgas D. Ace and attempted to kill Monkey D. Luffy as well.
Admiral Kizaru, real name Borsalino, is a very absent-minded person who really doesn't seem to have a care in the world. He ate the Glint-Glint Fruit that gave him the power over light, That includes his very body. Swords and bullets merely pass through him. His admiral name means "Yellow Monkey". He is always seen wearing his admiral jacket over a yellow and orange striped suit with tinted glasses. Kizaru first appeared on Sabaody Archipelago. He volunteered to be sent in retaliation to the striking of one of the Celestial Dragons. While there, he easily defeated several of the Eleven Supernovas by himself.
Admirals also hold the power to command the fearsome military attack known as the Buster Call. In which, a fleet and Marine Warships, under the command of several Vice-Admirals, are sent from Marineford to destroy whatever target they are ordered to attack. No questions asked or warnings given. The attack is initiated by use of a special Golden Transponder Snail. Once ordered the attack can not be called off.
There are only three admirals in the Marine fleet. The only other possible rank is to reach the level of Vice-Admiral. There are numerous vice-admirals. They are often seen at the command of a Marine Warship.
Vice-Admiral Tsuru is member of the Marines out of Marineford. She has been around in the Marines for nearly as long as Garp. The two have frequently had banter. Little is known about her, but she is known as a brilliant strategist. Tsuru ate the Wash-Wash Fruit. This give her the ability to both wash and hang out any people or objects as if they were laundry on a clothes line. This renders any opponent unable to even move.
Vice-Admiral Onigumo a member of the marines stationed at Marineford. is an intimidating man by his appearance. He wears a metal helmet that is adorned by a long red flourish. He is also a smoker. He was first seen as the call was given out for the Buster Call to attack Enies Lobby, the base of World Government for convicting criminals and sending them to Impel Down. He was one of the various commanders of the warships sent. Later seen as he arrive at Impel Down to transport Portgas D. Ace to Marineford for his execution.
Vice-Admiral Doberman is one of the many Marines stationed at Marineford. A large man who's face is covered in scars. He was one of the commanders who sailed to Enies Lobby in a Marine warship as part of the Buster Call. He was also ordered to arrive at Marineford in order prepare for the war with Whitebeard and his crew.
Vice-Admiral Momonga's a Marine stationed at Marineford. He is a stern but powerful commander. With just a sword he was able to kill a sea king in the Calm Belt. He was one of the Marine commanders of a warship during the Buster Call on Enies Lobby. Momonga was the commander that Marines headquarters sent to give notice to the Shichibukai, Boa Hancock, to join in the battle against the Whitebeard Pirates. Later, he transported her to Impel Down and later to Marineford for the war.
Vice-Admiral Smoker was at one time a Captain in his home town of Loguetown in the East Blue. He took great pleasure capturing pirates before they could reach the Grand Line. He ate the Plume-Plume Fruit. This made his body into smoke. Ironic considering the man is constantly smoking cigars. Though he has a rather intimidating appearance. He still has a kind side for children and a strong sense for justice. Not to mention, a sense of honor. He left his command in Loguetown to specifically chase after Straw Hat Luffy. Smoker uses a large Jutte weapon that is tipped with Sea Prism Stone.
He later made the rank of Commodore then Vice-Admiral two years after the war with the Whitebeard Pirates on Marineford. He now commands Marine G-5 Unit in hte New World, along with his subordinate Tashigi.
Vice-Admiral John Giant is a Marine commander stationed at Marineford and high ranking officer in the Marine's Giant Squad. He was first seen in series when he announced the name of Luffy to the Marines after the first bounty was placed on his head.
Captain Hina is known as the "Black Cage". She ate the Cage-Cage Fruit. She gives her the ability to change parts of her body into iron cages. Her personality is mild but strong. She speaks about herself in the first person and has the tendency to announce her emotional state. She is a smoker and seems rather friendly with Captain Smoker. Her sense of justice seems rather similar to his, but has never seem as willing to bend the rules for anything.
Captain Tashigi is the direct subordinate of Vice-Admiral Smoker. This was when she was an Ensign A well known sword geek among those she serves with. Also, she is nearsighted and can't see well without her glasses. A strong will drives her to be a great sword fighter with her own sword, Shigure. The goal is to retrieve famous blades from those who would use them to commit Originally, stationed at Loguetown with Smoker. She joined him to chase after the Straw Hat crew. Tashigi is targeting Zoro Roronoa and claim his swords from him.
Two years after the war on Marineford, Tashigi followed Smoker to the New World and reached the rank of Captain in the Marine G-5 Unit.
Captain T-Bone is a large man and intimidating looking man. This terrifying visage betrays that he is actually a loyal and tenderhearted person for those men who serve him. He is the kind of man who even for the slightest injury would gladly rip his own cape to create a bandage.
He is an incredibly skilled sword fighter who has even sliced a Sea King in half. He was one of the many who were called to Marineford to face Whitebeard's pirates.
Captain Shuu was a member of the strike force that was dispatched to Enies Lobby during the Buster Call incident. He wears a large hat and a draped mask over his face. Shuu ate the Rust-Rust Fruit, that made him a rust man. Basically, that means that any sword that even tries to cut him will instantly turn to rust and disintegrate, leaving no damage to his body. The same for any sword or any metals he could touch. A sword fighter's worst nightmare. He was one of the higher ranking officers who actually engaged the Straw Hat Pirates in battle on the Bridge of Despair. He faces Zoro and destroyed this sword the Yubashiri.
Captain Very-Good was one of the Marines who was dispatched to Enies Lobby during the Buster Call incident. His whole body has a round shape to the features. This is most likely due to the fact he ate the Beri-Beri Fruit. It made his body immune to blunt for attacks. If struck. his body would collapse into many balls and could float in the air. He engaged the Straw Hat Pirates in direct combat. His powers were seen when Franky tried to punch him.
Captain Moore is a captain in the Marines. He is stationed at a Marine base in the Grand Line that is near Goat Island. His former Sergeant Minchy schemed behind his back in an attempt to steal the treasure of Zenny the Moneylender for himself. When the Straw Hat Pirates exposed this corruption. He allowed them to select the battlefield for their fight. The Straw Hats easily escaped through the fog along a reef.
Master-Chief Petty Officer Coby had a dream as a young boy to be a Marine. A dream that was almost crushed as he was fishing one day. He was abducted by Alvida's pirate crew and forced to join. He was saved from this fate by Luffy. They traveled together to Shell Town, where he was able to join the Marimes as a chore boy. During the transfer of the former Captain Morgan, Coby met up with Vice-Admiral Garp and was taken directly to Marineford for training.
Master-Chief Petty Officer Helmeppo's carrier in the Marines starts in a rather unusual way. He is the son of the tyrant of Shell Town, Axe-Hand Morgan. A fact that he took great pleasure in holding over the town's people. When Luffy and Zoro defeated Morgan, Helmeppo had no where to go. So, he joined the Marines with Coby. For the most part, he was a slacker in his duties. It was during transport of Morgan for his trial that he abducted Helmeppo has a hostage. He was saved by Coby, and they both attempted to recapture Morgan. Though the attempt failed, they were both taken to Marineford by Vice-Admiral Garp for training.
Fullbody was a former captain in the Marines until he was humiliated in his defeat to the cook Sanji of Baratie.and the Straw Hat Pirates. He was drummed out of the service. He eventually reenlisted and was put under the command of Captain Hina.
Jango was formerly known as Jango the Hypnotist, a member of the Black Cat Pirates under Captain Kuro. He was defeated by the Straw Hat Pirates outside Syrup Village, then left the crew. He was later able to join the Marines after helping Fullbody rescue a town from pirates. Both Jango and Fullbody are under the command of Captain Hina.
Sengoku was the highest ranking member of the Marines, the Fleet-Admiral. He was known as Sengoku "the Buddha". This is due to his Devil Fruit powers. The name of his Devil Fruit is unknown. As well as the nature of these powers, but he apparently becomes a large Buddha. He has an extremely long, braided beard. He wears a Marine hat with a stuffed seagull on the top and is often accompanied by a small white goat. He stepped down from his position as Fleet-Admiral after the war with the Whitebeard Pirates.
Monkey D. Garp is a legend of the service and known as Garp the Fist and the Hero of the Marines. He was a member of the service long before the Great Pirate Era that was started by the death of the Pirate King, Gold Roger. He is a lighthearted and easy going man. He is certainly one of the least strict of the Marine commanders. Garp is an incredibly powerful fighter who doesn't use any Devil Fruit powers. He had wanted to train his grandsons Ace and Luffy to be great pirates. While angered that they both became pirates. That never stopped him from being proud of both of them for their accomplishments. Similar to Sengoku, Garp retired after the war with the Whitebeard Pirates.
Aokiji, real name Kuzan, is an upholder of what he refers to as Lazy Justice. He ate the Chill-Chill Fruit that gave him the power over ice. That includes his very body. His admiral name means "Blue Crane". Unlike the other two admirals, Aokiji is almost never seen wearing his Marine Admiral jacket. He seems like a rather lazy person. Often found sleeping in the oddest places. Though Sengoku selected Aokiji to be the next's Fleet-Admiral, other factions selected Akainu. The two fought for ten days and suffered terrible injuries, but Akainu was the winner. As part of the conditions for losing, Kuzan left.
Axe-Hand Morgan is the former captain of the Marine base in Shell Town. He earned that post for what everyone thought was bringing the villainous Captain Kuro to justice, but this was only a ploy. Kuro had hypnotized him to thinking a scapegoat was himself so to could escape. As a captain, Morgan was violent and cruel. He ruled the people and his own troops on the small island in the East Blue as a dictator. He was defeated by Luffy and Zoro. He later escaped prison and it currently on the run.
Minchy is a former Sergent in the Marines who plotted against his own commander, Captain Moore, to find and steal the fortunes from Zenny the Moneylender. He was defeated by the Straw Hat Pirates and exposed for his greed.
In the official US translations, the Marines are referred to as Navy. This is in spite of all the uniforms and ship sails saying "MARINE" on them. Also, in some of the subtitles done by the FUNimation company. There are instances where the military forces are called "marines".
The word "NAVY" has never been seen in the series. This causes most of the fans of the series not to accept the "Navy" title. The only time "NAVY" has ever been seen in the series of One Piece was when the 4Kids company held the license and did drastic edits throughout their hold of the anime.
