Makino is the bar owner in Windmill Village on Dawn Island, and a friend of Monkey D. Luffy.
Makino is a lovely young woman who grew up in Windmill Village on Dawn Island in the East Blue and has lived there her entire life. She's lived there who whole live and took on the job as the owner of the Partys Bar. When the Marine Vice Admiral Garp brought his grandson Luffy to live in Windmill Village, she would watch over him.
Her first appearance was in One Piece Volume 1 CH. 1 "Romance Dawn", and her first anime appearance was in One Piece - Episode 4 "Luffy’s Past! Enter Red-Haired Shanks!". Her character in the Japanese series is voiced by Makiko Ohmoto, and the U.S. dub produced by FUNimation is done by Gwendolyn Lau.
The Red-Haired Pirates had been using Windmill VIllage as their port for nearly a year and they would often celebrate their trips in Makino's bar. She watched as Luffy became especially fond of their captain, Shanks. The happy celebrations were ruined when the mountain bandit Higuma showed up with his men and mocked Shanks. She could only watch as Higuma threatened and spilled drinks over the captain. When he left, she went to clean Shanks off, but he only started to laugh. Luffy was disappointed, and Shanks tried to stop him. As Luffy walked away, his arm stretched like rubber. he had eaten the Devil Fruit Shanks crew brought from the Grand Line during the commotion.
After the pirates had left, Makino listened to Luffy and asked if he missed them. She tried to explain how sometimes it takes courage not to fight. Higuma showed back up in the bar and Luffy tried to defend Shanks and his crew. Luffy attacked, but Higuma flipped Luffy around and was threatening to kill him. Makino went to get the mayor Woop Slap. He tried to plead with the bandits to let Luffy go, but they refused. Luffy was only saved when Shanks and his crew returned. Higuma ran off with Luffy rather then face the now angry Shanks, and Makino told Shanks how Luffy had been captured for defending him. He saved Luffy from drowning in the ocean, but at the cost of his left arm that was taken by the local sea monster that terrorized their port. Shanks and his crew left town for the final time, but not before Shanks gave Luffy his precious straw hat.
Garp returned soon after Shanks left and took Luffy to live up in Mount Colvo with the Dadan Family led by Curly Dadan. Makino would occasionally visit Luffy with new clothes and she met both Portgas D. Ace and Sabo. Sabo sadly died in a tragedy with the Celestial Dragons. Soon after, Ace started to ask Makino in lessons on courtesy. He also wanted to be a pirate, and he wanted to be a great older brother to Luffy. The boys trained for years in the forest, and she was there when Ace was the first to sail off when he was 17. Luffy came to Windmill Village when he turned 17 to say goodbye and leave on his own journey. The first thing he did was clobber the the sea monster that took Shanks' arm.
News spread across the world that Luffy had somehow destroyed the World Government Island of Enies Lobby with his crew. Along with the paper came wanted posters for not only Luffy but his entire crew. Luffy had earned a 300,000,000 Berry bounty this time. Woop Slap was ashamed the infamy Luffy was bringing to the Dawn Island through his actions. Makino believed in Luffy and was glad to see how happy Luffy looked and had surrounded himself with so many friends.
After the war between the Whitebeard Pirates and the Marines. Not only had Whitebeard and Ace die, Luffy had been there to witness it. Dadan, who had been like a surrogate mother to both boys waited in Makino's bar to drink her sorrows away. When Garp arrived, Dadan jumped Garp and beat him for not saving Ace. Makino tried to defend Garp, telling her that Garp is the one suffer most of all. Though, Dadan shot back asking if she forgot about Luffy. Remembering her time watching over both Ace and Luffy as children, she burst into tears and ran off. After several days, news arrived that Luffy was alive and returned to Marineford to morn his brother along with Silvers Rayleigh, the former second-mate of the Roger Pirates; and Jimbei, the former Shichibukai. She couldn't help by cry for joy knowing Luffy as alright.
For two years, Luffy and his crew were missing and were presumed dead. In that time Makino had given birth to a child, and news of Luffy's return spread across the world and it reached Windmill Village. The town celebrated both Luffy's news and Makino's child.
