Liu Xing Long

After winning two dragon balls, Goku and Pan stop at a fishing village. A boy said that all the men of the village have become alcoholics. The boy explains that since the emergence of Princess Oto, the fishermen do not go beyond home to catch the fish.  

Then appears the mysterious Princess Odo, a beautiful blue-skinned woman is approaching and with a move, throw the fish into the air. Pan notes that she has a dragon ball on the forehead

The mysterious woman was Liù Xīng Lóng (Dragon of the Wind). The Dragon says the negative energy came when Oolong evoked Shenlong to have panties. ( The beautiful woman then turns into a terrible monster). Liù Xīng Lóng uses his terrible attacks of wind against Pan and Goku. 

Goku and Pan unleash a Double Kamehameha and they defeat the evil dragon.
