Life and Death are Up to Fate  (死生有命)  Shisei Yūmei 
As the Slasher attacks have finally finished, the Yellow Scarves begin to rise up once more in Ikebukuro under their old leader, Masaomi. He reflects on how he started the gang and how it broke up. He vows to avenge his friends for the Slasher attacks as he and his gang have to take care of an intruder who may know something about the Slasher and the Dollars.  

Plot Summary

When Masaomi leaves Anri and Mikado from the hospital, he heads to the headquarters of the Yellow Scarves as he is shown to be the leader of the color gang. Masaomi seems to be a bit reluctant to assume the role of leadership, but Anri and Mikado are dear friends of his as he feels obligated to protect them and avenge Anri from the Slasher attacks. During the meeting where the members of the Scarves vow to take down both the Dollars and the Slasher, Masaomi remembers how he started the gang a few years ago when he was in middle school just as something to do at the time.

He eventually meets Izaya through various contacts and immediately takes a dislike to the information broker. He is also introduced to Saki Mikajima through Izaya. Masaomi becomes smitten with the girl as the two begin to hang out and become lovers soon after. Over time though, Masaomi is having trouble combating the rival gang the Blue Squares since they are using dirty tactics to fight their warfare. Frustrated over things, Saki suggests Masaomi turn to Izaya for advice and military tactics. Masaomi does this and finds that his gang becomes successful overnight and is now a true force to be reckoned with. Masaomi finds himself relying more and more on Izaya.  
One day though, the leader of the Blue Squares kidnaps Saki and calls Masaomi to tell him to come to a local parking garage. To turn things up, he breaks both of Saki's legs and tells Masaomi to be there in an hour or else more bones will be broken. Masaomi tries to call Izaya but Izaya deliberately ignores him. He rushes to the parking garage as another member of the Blue Squares tells Kadota about what the plan is. Kadota, in return, beats up the member and drops his flag. While waiting in the garage, Walker comes by and sets the van on fire while Erika and Saburo rescue Saki. Taking her to the hospital, Kadota notices that Masaomi froze up outside the garage in fear.  
At the hospital, Kadota explains that he didn't tell Saki that he froze up and that he should go see her. Izaya reveals that Saki is crippled and will be the thing that keeps him in Ikebukuro as his guilt. Masaomi doesn't want to live that way and is the reason why he usually stands outside the hospital as opposed to actually visiting Saki. He desperately wants to break things off but he can't do it.  
In the present, Horada and a few members of the Scarves theorize that Celty is the Slasher and a Dollar since she was seen at the meeting a few months ago. Masaomi doesn't think that's the case but the two groups may be working with one another. Someone spots a girl snooping around the base as Masaomi orders for her to be caught but not harmed. It turns out that Anri followed Masaomi since she was worried about him. She is horrified at what she heard as she runs through the rain to escape the pursuing Scarves.
