Since Vincent is being chased and gunned down by the authorities, he needs to escape Romdo somehow. Re-l tries to contact him to find out what is going on. Eventually Re-l tracks him down and tries asking if he saw the monster too (referring to Proxy). Unfortunately they are both caught by the Security Agency and Raul. Pino, who has been following Vincent, opens a gate to the outside, the force of the air vacuum created by the winds pulls Vincent through the gate. Vincent realizes that he will never become a citizen despite his efforts to mold himself into what the city wants. He feels freer now, and leaps off the ledge into the outside world. Before the gate closes and Vincent leaps, Vincent opens his eyes and Re-l sees that he has green eyes.
