Kyoko Milchan

Kyoko is the administrator of the special unit. She is young and beautiful and she always does things by the book. She is very fond of J, who tells her she looks cute every morning, but Daisuke is a different story. Initially she is disgusted by Daisuke's laidback attitude to his duties and she sees him as a layabout. She is also repeatedly frustrated that when not on assignment Daisuke spends him time lying on the couch watching TV rather than do his reports and paperwork. She does get her own little payback on him when Dice needs a gun as she always makes him sign for it and will only give him a few bullets of ammunition and knowing that this annoys him gives her great pleasure. However there are signs early on the she is attracted to Daisuke. Daisuke has a big crush on J's creator Antonia and anytime Antonia is around or Daisuke mentions her Kyoko is clearly jealous of the attention Antonia gets and makes out that she is "not that good-looking". As the series develops however she does see past Daisuke's flaws and somewhat lazy attitude and sees that he is a good man and she does develop strong feelings for him.
