Kouga is the heir of Amagi Corp. and a sort of Ally/Antagonist to Zetman
Overview
In the Manga:
He is the brother of Konoha Amagi who is friends with Jin, but at the beggining of the story they didn't know each other. They met a few years later when a fire caused by a Player triggers and Jin and Kouga go there to save the victims.
In the Anime:
Kouga, Jin and Konoha are childhood friends who play at being heroes of Justice.
