Inspector Zenigata has dedicated his life to arresting Lupin.
Zenigata is an inspector with the ICPO, with only one mission: to arrest Lupin.
Background
Zenigata is a descendant of Zenigata Heiji, a famous hero of Japanese novels from the Edo period (much like how Lupin and Goemon are descendants of other famous characters). He is originally a Japanese police officer, who eventually joined Interpol in order to pursue Lupin worldwide.
Portrayal
Zenigata's competence has been portrayed in varying degrees throughout the manga and anime. Sometimes he is shown as a clever adversary to Lupin, while other times he is shown to be almost a complete buffoon. But regardless, he always has a strong sense of justice, and despite his obsession with Lupin he will always catch any criminal who gets in his way.
