My question is fairly simple, and pointed out after a number of facts, so please bare with me for the duration of this. And I'm putting this here due to Kakashi making the Chidori, and since it's the vastly related to the subject of contention, I thought it appropriate. If not, I sincerely apologize.

1) Minato originally forbade the use of the Chidori/Lightning Cutter due to the speed at which it must be performed causing a form of tunnel vision, thus leaving the user wide open for counterattacks from the sides.

2) This shortcoming was overcome by the use of the Sharingan, which see's everything regardless of the user's speed.

3) Certain characters are now able to move MUCH faster than Kakashi at any given moment, i.e., Naruto recently, Rock Lee, Might Guy, etc.

So... Why do they not experience any form of tunnel vision or blackout if they're moving even faster, and it's been established that at certain speeds, that begins to take hold?

The idea behind the original limitation made little to no sense as it were.  One does not need to move their bodies at high speeds, merely their arms.  Also, anime.

It make sense, if you are going at high speeds you can't really see everything around you.

He first said it in the manga

The point of infusing chakra over a weapon or your body is to improve the cutting potential of said object, not just to infuse it with some elemental effect.  The manga made that point very clearly. 
 
Also I say "anime" rhetorically, not a statement of its source.  Manga, anime, comics, what have you have never been known for good internal logic and consistency.  The true answer to the OP's question is that the mangaka just completely forgot about the limitation he contrived up in the first place and doesn't really care that he's breaking the rules if we really want to get down to it and be honest.

Even without the Gates, Lee and Guy are much faster than the speed Kakashi and Sasuke display when using Chidori: Lee/Guy vanishes from sight without the Gates, moving so quickly as to match with a short distance Body Flicker. Conversely, Sasuke and Kakashi, on the occasions when they get a running start with the Chidori, don't appear to move particularly quickly, and are easily visible.

As such, if one could train ones mind to keep up with high speeds, such as Lee and Guy have obviously done in order to keep up with themselves, and as you've admitted to Naruto doing, why is the Sharingan necessary to effectively use the jutsu? If more training was all that was necessary, why would Minato forbid the Chidori entirely instead of just saying, "Train more."?

Wasn't Kakashi in his early teens when he came up with that move? He was as old as Naruto was when he became a Genin. All minato said was that the move was unfinished and forbid him from using it since he couldn't quite keep up with the speed of it. Had Kakashi been older he probably would've over come that with just practice. The Sharigan just gave him a short cut to that and the same with Saseke.

@Destinyheroknight: I still have my doubts, but I have no effective counterargument at the moment, so I concede the point. Though I'm still interested to see if anyone else has any other ideas aside from writer's block and/or mental training.
