Hiruko is the main villain in the third Naruto Shippuuden fillm: Inheritors of the Will of Fire.
Hiruko was an acquaintance of the three Sannin (Jiraiya, Orochimaru and Tsunade) during their early years in Konoha. As time went on and their legend and renown increased, Hiruko became jealous and began researching ways to become stronger.
His research bore fruit in the form of the Chimera Technique, which allows him to absorb and use the bloodline traits of various ninjas. Having discovered this he became mad with power and wished to use his newfound skills to take over the world. Prior to his defeat, he obtained the ability to absorb ninjutsu, move at teleportation speeds (rendering him invincible against taijutsu), impenetrable skin, and the ability to combine water and electric elements.
During the film he went after Kakashi to obtain the sharingan, but he is defeated by Naruto's wind rasengan.
