Haruka Urashima's tea shop, near the Hinata-sou.
Haruka Urashima runs this place, at the base of the stairs leading to the Hinata-sou. The tea shop also has a location on the local beach, but that is open only during the summertime. In the anime, the place was in ruins but was rebuilt for the episode, only to be destroyed again.
