Officially the Social Welfare Agency just promotes projects that support physically challenged children. In reality it is an anti-terrorist organisation that takes physically challenged children (mostly girls) and through brainwashing and cybernetic implants turns them into fighting machines. Each girl is picked by a handler and they work together in groups referred to as fratello (Italian for brother). The Agency’s first major test is limiting stopping the Padania Republic Faction from achieving its goal of an independent northern Italy.
After ADV went out of business in 2009 Seven Seas Entertainment announced that they had picked up the title and were going to re-release the first six volumes in two 3-volume omnibuses, that contain new translations and are based on the original digital page data files. This means the art in the books should be of a higher quality than in ADV's versions.
